日本의 對外經濟政策 : 日本의 아시아로의 復歸?

국문 초록

현재 일본의 대외정책은 크게 3가지 흐름을 가지고 있다고 할 수 있다. 첫째는 미국의 협조를 통한 아시아·태평양 지역주의이고, 두 번째는 ASEAN+3으로 대표되는 포괄적 아시아 주의이다. 마지막으로 자유무역협정을 통한 아시아 경제 연대가 있다. 아시아 경제위기 이후 일본에서는 자유무역협정을 통한 아시아 지역주의와 아시아 경제연대가 서구 선진국과의 협력만큼이나 중요한 위치를 차지하게 되었다. 향후 “치앙마이 이니셔티브”의 추진과 “ASEAN+3”의 정치대화 등을 통해 포괄적 아시아 지역주의는 더욱더 제도화되고 강화될 것으로 보인다. 여기에서 일본이 어떠한 역할을 하게 될 것인지는 분명하지 않은 측면이 있지만 ASEAN+3의 협의가 한중일, ASEAN이 중층적인 지역협력의 틀을 형성하는 가운데 일본이 어떠한 역할을 할 것인가는 앞으로 지켜보아야 할 사항이다. 또한 아시아국가와 역외 국가간의 FTA의 체결도 점차적으로 늘어갈 것으로 보인다. 어떤 국가와 어떤 지역과의 FTA를 체결한다는 것 자체는 정치적인 결정에 따를 것이나 그 내용(농업의 문제)을 어떻게 할 것인가는 앞으로 일본의 역할을 결정하는 중요한 요인이 될 것이다. 일본에게 있어 아시아ㆍ태평양 지역주의에 대한 중요성은 일본이 미국과 밀접한 안전보장, 정치, 경제 관계를 유지하는 한 지속될 가능성이 높다. AMF 구상실패와 ASEAN+3의 실질적 진전에서 나타나듯이 미국의 반대 혹은 지지여부는 일본의 대외정책에 상당한 영향을 주기 때문이다. 이처럼 일본은 미국의 동아시아에 대한 정치적인 영향력을 무시할 수는 없으며, 앞으로도 미국의 태도는 금융협력을 포함한 포괄적 동아시아 지역주의 진전, 또는 아시아에서 FTA를 통한 경제 연대의 동향에 많은 영향을 줄 것으로 보인다. 일본의 포괄적 아시아주의와 FTA를 통한 아시아 경제 연대의 정책이 강화될 것인가는 아직 미지수이다. 앞으로도 일본은 미국을 포함한 형태의 아시아 태평양 지역주의와 일본의 영향력을 확대하는 아시아 중심주의 전략을 병존해 나갈 가능성이 높다. 또한 이러한 중층적인 시스템의 형성에 일본이 어떻게 역할을 할 것인가, 또는 여기에서 일본의 영향력을 어떻게 확대할 것인가는 미래의 아시아질서를 생각할 때 중요한 요소가 될 것으로 보인다.

영문 초록

At present, there are three lines cross-running in Japan. One is an Asia-Pacific regionalism supported by the U.S., another is a comprehensive Asian regionalism of “ASEAN+3” and the third is an Asian economic solidarity through FTAs. After the Asian economic crisis, the comprehensive Asian regionalism and “asian solidarity” through the activation of FTAs became important as well as “the cooperation with the West” in Japan’s foreign economic policy. The comprehensive Asian regionalism will get more systematized and reinforced through the promotion of “Chiang Mai Initiative” and political talks of “ASEAN+3.” Still it is hard to tell what role Japan will play in this. But it is a matter of wait-and-see as “ASEAN+3” talks form the frame for a multi-layered regional cooperation among Korea, China, Japan and ASEAN. It is also certain that the contractions of FTA between Asian countries and non-asian countries will grow. Although it is certainly a political decision in itself to seal FTA with which country and area, how to manage contents(the problem of agriculture) will be an important factor in deciding Japan's role in the future. It is a high possibility that the importance of Asia-Pacific regionalism will last as long as Japan maintains close relations with the U.S. in security, politics and economy. As previously seen, the reason AMF idea failed was that there were strong objection of the U.S. And the reason “ASEAN+3” could well be on the track was because of the welcome attitude of the U.S. Like this, the political influence of the U.S. on the East Asia cannot be ignored. The position of the U.S. will affect the comprehensive East Asian regionalism movement including monetary cooperation, or trends of economic solidarity through FTAs. Considering the points made above, it is still open if Japan will reinforce the policies of the comprehensive Asian regionalism and the Asian solidarity through FTAs. Still the high possibility is that Japan will take both Asia-Pacific regionalism including the U.S. in any form and an Asia-oriented strategy to extend its circle of influence. Also it would be important points to think about in picturing the future of Asian order what role Japan will play in forming this kind of multi-layered system or how Japan will extend its influence in it.
