국내 중소기업의 사업구조혁신효과에 대한 고찰

국문 초록

1970년대 이후 대부분의 국가에서 중소기업은 그 수와 생산 및 고용에서 그 비중이 오히려 증가하는 경향을 보이고 있다. 이와 함께 최근에는 경제발전 과정에서 중소기업의 '묘상기능' 및 '신진대사 기능'으로 표현되는 산업구조혁신 기능이 중요한 중소기업의 역할로 받아들여지고 있다. 본고에서는 대기업 중심의 대규모 생산체제가 대부분의 산업에서 완성되고, 전체 기업수가 증가하기 시작하는 시기인 1976년 이후 제조업내 산업구조변화에서 중소기업의 역할을 산업구조변화 기여율과, Granger Causality검정을 통하여 분석해 보았다. 그 결과 최근에 이르기까지 국내 중소기업은 모든 산업의 부가가치 생산에서 그 비중이 증가하나, 1976-90년에 비해 1991-2002년에 제조업 내에서 비중이 감소하는 분야에서 비중이 늘어나 축소적 산업구조조정을 완화하는 효과가 컸으며, 중소기업의 대기업에 대한 부가가치 생산 선도를 통한 산업구조 혁신 효과도 오히려 약화된 것으로 나타났다. 그 원인은 중소기업이 충분한 혁신능력을 갖추지 못했거나 적절한 정책 및 제도가 미비한 데서 찾을 수 있을 것이다.

영문 초록

Since the 1970s small and medium-sized enterprises are creating the value added and the employment more actively than the big firms in most of the countries. More importantly the SMEs are supposed to play a central role in innovating the industrial structure through their dynamism. We tried to identify the role of SMEs in the process of structural adjustment of manufacturing sector in Korea by means of calculating the contribution rate of the SMEs to the structural change of each industries and the Granger Causality Test between the production of the SMEs and the big firms. Our findings are as follow: The SMEs are gaining their importance in producing value added in almost all industries. Their uprising is spectacular in particular in the so called "sun-set industries" whose importance is declining among the manufacturing sector. But their growth is less appealing in the "sun-rise industries" whose weight is rising. Granger Causality Test shows that SMEs led the large firms in V.A. production between 1976 and 1990, but since 1991 SMEs' leading function had not been identified in general and in particular in the rising industries. These findings can be interpreted as either that the SMEs are not yet ready to play the industrial structure innovating role, or that the policy is not appropriate for the massive births of the innovative SMEs.
