국문 초록

최근 중국경제의 급부상으로 말미암아 우리나라의 최대교역국이 미국에서 중국으로 바뀌는 등 한·미 경제관계에 큰 변화가 발생하고 있는 것이 현실이다. 특히, 경제관계, 뿐만 아니라 정치·안보적인 측면에서도 한·미 관계에 많은 변화가 발생하고 있어 양국간의 관계가 향후 어떤 변화과정을 거칠지 관심이 높아지고 있는 상황이다. 본 논문은 이와 같이 급변하는 한·미 경제관계를 무역과 금융의 양 측면에서 평가해보고자 한다. 특히, 금융측면에 초점을 맞추어 양국 간의 경제관계를 고찰하였는데 그 이유는 우선, 양국간의 경제관계를 무역 측면에 중심으로 조명한 연구는 상당수 이루어져 왔으나 금융 측면에 초점을 맞춘 연구는 거의 없었기 때문이다. 양국 간의 경제관계를 금융측면에서 평가하는 또 다른 이유는 자본 시장 개방 이후 줄곧 제기된 국제투기자본의 폐해론이 미국계 자본에도 적용되는 가를 검증해보기 위한 것이다. 검증 결과, 미국계 자본은 국내 자본시장에 참여하고 있는 여타 외국인 투자자를 압도하는 대규모의 자본 투자를 진행하고 있으며 그 투자 패턴도 여타 외국인 투자자에 비해 매우 안정적인 모습으로 보이고 있음을 알 수 있다. 이는 단기차익만을 쫓는 국 제투기자본의 투자행태와는 상당히 차별되는 모습으로써 외국자본의 폐해에 대한 비판론이 미국계 자본에는 적용하기 어려움을 증명한다 할 것이다. 한·미 경제관계의 중요성은 기술 측면에서도 확인할 수 있었다. 우리 경제가 경제개발 과정에서 필요했던 신기술들은 대부분 일본과 미국을 통해 도입되었는데, 일본에서 도입한 기술은 주로 경제개발 초창기에 저가 기술 위주로 도입되었고 1980년대 중반 이후에는 일본으로부터의 기술도입이 크게 감소하는 추세에 있다. 이에 반해 미국으로부터의 기술도입은 경제개발 초창기부터 현재까지 지속적으로 이루어지고 있으며 주로 부가 가치가 높은 고가 기술위주로 이루어지고 있다. 이를 통해 우리는 미국이 우리나라에 신기술을 지속적으로 전파하는 기술수출국의 역할을 지속적으로 수행하고 있음을 알 수 있으며 향후 우리 경제의 지속 성장과 관련하여 볼 때 한·미 경제관계의 중요성을 짐작할 수 있게 하는 것이다. 이와 같이 다양한 분야에서 강조되는 한·미 경제관계를 한·미 FTA 풍을 통하여 더욱 공고히 하여 경제분야에서 뿐만 아니라 정치·안보 등 다양한 분야에 걸쳐 양국의 이익을 극대화하는 것이 요구된다 할 것이다.

영문 초록

For the last 50 years, the United States has been the most important trading partner for South Korea. However, China is recently becoming one of the Korea's major trading partners. As a result of the world wide expansion of the Chinese economy, it appears that the U.S.-Korea economic relations have been transformed. This paper aims to evaluate the importance of the economic relations between the United States and South Korea in several respects, especially focusing on financial side. There are several researches discussing the economic relations between the United States and South Korea focusing only on trade issues. Few researches have focused on financial relations between the United States and South Korea although financial relations are certainly as important as are trade relations because they give us many different views and implications that help us understand the current status of bilateral relationship between the U.S. and South Korea. Thus, this paper tries to shed some lights on the financial relations between the United States and Korea for the first time and produce useful insights regarding the U.S.-Korea economic relationship. This paper is also written to evaluate the pros and cons of foreign capital invested in Korea. Mostly since the late 1990s when Korea opened up its capital market, there has been criticism arguing that foreign capital is only trying to maximize its short-term capital gains, thereby making Korean capital market more volatile without generating any positive effects on Korean economy such as making Korean financial industry more competitive. The main target of this criticism is the capital from the United States simply because the United States is the biggest investor in Korean capital market. Thus, it is necessary for us to check whether this criticism really makes sense or not, especially with the capital from the United States. The paper discovers that the United States invests a lot of money in Korean capital market in a very stable fashion, which means that the criticism on foreign capital does not make sense at least with the United States. The economic importance of the United States to South Korea is also stressed with respect to the sustainable growth of the Korean economy because the United States has been working as a source of new ideas, new knowledge, and new technologies for South Korea. This is quite a unique role played by the United States that no other countries could perform for South Korea. Therefore, South Korea really needs to keep strengthening the economic ties with the United States under some formal institutions such as the U.S.-Korea FTA and it will contribute to maximizing mutual benefits, not only economic benefits but also political benefits.
