국문 초록

미국이 추구하는 미사일 방어체제(MD)의 주된 목적은 미국 본토는 물론 해외주둔 미군과 주요군사시설을 미사일 위협으로부터 보호하는 것이다. 테러와의 전쟁을 치르고 있는 미국으로서는 불량국가들을 포함한 모든 외부 위협으로부터 벗어나는 것이 최우선 과제이다. MD의 추진은 결국 미국의 이런 기본적인 방어태세의 핵심이라고 볼 수 있다.따라서 동북아에서 MD 구축의 대상은 표면적으로는 북한, 잠재적으로는 중국이라 할 수 있다. MD가 동북아 안보환경에 큰 영향을 미칠 것이라고 보는 이유는 MD 체제 구축이 단순한 군사적 방어수단의 차원을 넘어서 중·장기적으로는 이 지역의 국제질서를 새롭게 정립하는 제도적인 조치이기 때문이다. 따라서 동북아의 관련국들은 MD가 새로운 지역질서를 어떻게 구축하고, 주도권 구도가 어떻게 변할지에 대해 촉각을 세우고 있다. 이러한 관점에서 중국의 군사대국화 시도, 일본의 ‘보통국가’로의 전환, 과열되는 민족주의와 영토분쟁, 북한의 핵위협 등으로 인한 동북아 안보상황의 악화는 MD가 기초된 미국과의 제도적 연계의 중요성을 부각시킨다고 할 수 있겠다. 본 논문의 주요 목적은 동북아 안보환경의 정확한 이해를 도모하고, MD 체제 구축의 기능적·정치적 역할에 대한 논의를 새롭게 개진하는 데 있다.

영문 초록

The fundamental objective of Missile Defense as pursued by the United States is to free the U.S. "homeland" and the U.S. overseas military operations from missile attacks, especial1y that of WMD nature. Since 9 . 11, the need for MD has been accentuated by the possibility of missile attacks by rogue states and terrorist organizations. In Northeast Asian theater, the installation of MD system is under way in view of rising threats posed by North Korea in the immediate sense, and by China in the long-run. In the end, MD is expected not only to alter the military balance, but also to shift the political alignment in the region. Such an impact would be significant in an area considered to be fluid with China's rising military power, Japan's pursuit to be a "normal state," increasing nationalism and territorial conflicts, WMD proliferation, and North Korea's nuclear threat. The main purpose of this paper is to disseminate the deteriorating security environment in Northeast Asia and to examine how MD fits into the picture. The main argument raised is that the significance of MD is perhaps more institutional than military, and that South Korea must consider the implications of MD in such a larger political context.
