중국 호구제도의 사회경제적 함의

국문 초록

50년대 급진적 공업화를 추진하는 과정에 정착된 중국의 호구제도는 농촌과 도시를 제도적, 공간적으로 이원화시켰다. 이러한 호구제도는 노동자원의 비유동화, 개인의 주거와 이동제한, 도·농 호구간 사회적 지위와 경제적 차등대우 등을 수반함으로써 호구 본연의 사회적 통제나 관리기능에서 벗어나 호구지위에 따른 경제적 격차를 유발했다. 따라서 호구에 내재된 경제적 가치는 개인의 사회경제적 지위에 중대한 영향을 줄 수밖에 없었으며, 그와 같은 제도적 왜곡이 잔존하는 가운데 80년대 중반 이후 시장기제 도입이 확대되면서 도시호구 그 자체의 경제적 가치가 점차적으로 축소되거나 소멸되는 양상이 나타나고 있다. 이는 체제외에서의 기회에 대한 접근이 확대되는 추세 속에서 체제외 영역인 시장에서의 농촌호구의 기회에 대한 접근과 노출이 시장경제체제에서와 같이 평균화되는 방향으로 수렴하고 있기 때문이다. 따라서 향후 시장기제의 확대는 종전에 비해 농촌호구자의 도시호구에 대한 선호를 상대적으로 감소시킬 가능성이 높다.

영문 초록

Under the radical industrialization strategy, China set the household registration system(hukou in Chinese) which blocked free migration between urban and rural. The hukou system was one of the critical institutions to produce and maintain dual-social structure and economic frame. In this circumstances, all Chinese households were categorized into two types: agricultural and non-agricultural hukou which contains different embodied economic values. Specifically, it defines one's rights for social and economic activities in a specified locality, thus one's residential location and socioeconomic status was determined by the hukou type. From this sense, I explore the historical origins and evolution of hukou system before and post-reform periods. And I have analyzed hukou's discriminatory social welfare schemes and distorted opportunity structures during the reform era. Based on these analysis, I have further investigated current hukou system's harmful influence. This paper reveals that it should be clear that allocation of life chances in a planned economy has inequal distribution of social welfare between rural hukou and urban hukou. And I found that the hukou system acted as a domestic institutional barrier in the Chinese society. which served to produce inequal dual classes and economic disparity between rural hukou and urban hukou holders.
