국문 초록

근대 복지국가의 전통에서 볼 때 교육은 복지, 의료 등과 함께 공적 영역을 대표하는 한 가지 사회적 실천으로 이해되어 왔다. 평생교육의 차원에서도 이러한 공적 영역의 책무성은 예전의 학교교육에 주어졌던 관심과 최소한 동일한 선상에서 강조되어야 하는 것이며, 사적 영역판으로 이루어진 평생학습 시장은 본질적으로 한계를 노출할 수밖에 없다. 그러나 최근 평생학습담론 안에서 이러한 공적 책무성에 대한 논의는 거의 무시과고 있다. 이 논문에서 연구자는 공적 영역(public domain), 특히 국가를 중선으로 한 공공 부문(public sector)이 받쳐주지 않는 평생교육의 시장화는 분명히, 교육의 시장 실패(market failuere)를 가져올 수밖에 없으며, 교육의 소외 계층 문제는 바로 이러한 점과 관련된 대표적 시장 실패의 사례로 이해되고 접근되어야 한다는 점을 주장한다. 구체적으로 연구자는 (1) 평생교육이 본질적으로 공공재로서의 성격을 가지며, 궁극적으로 공적 영역의 확장과 함께 전개되어야 할 사회적 책무성으로서 국가와 시민사회라는 공동 주체에 의해 추진되어야 하는 것임을 설명하고, (2) 이러한 공공평생교육의 구축이 결여된 시장중심 평생학습, 즉 인적자원개발 논의는 스스로의 시장실패 가능성으로부터 결코 자유로울 수 없다는 점을 주장한다. 마지막으로 (3) 참여정부가 추진하고 있는 인적자원개발 정책의 가장 핵심적인 기지에 교육의 공공성 회복을 통한 평생교육의 공적 기능 부활이 함께 구상되어야 한다는 점을 부각시킨다.

영문 초록

Education, in the tradition of modem welfare state, has been understood as a social practice which represents public domain along with welfare and health service. Responsibility toward public domain should be emphasized in lifelong education policy, and it requires at least the same amount of interest which has been given to schooling. Otherwise, lifelong education market composed of private domain will expose its limitations. In recent lifelong learning discourse, however, there has been little discussion on public responsibility. In this study, therefore, the researcher suggests that marketization of lifelong education without the support of public domain, especially that of public sector of a nation, will result in market failure. The researcher also argues that we should understand and approach the issue of neglected class from education as a key market failure. The researcher (1) explains that public property in itself should be the characteristics of lifelong education, and ultimately be promoted both by a nation and civil society. These are social responsibilities needed to be developed with the expansion of public domain, (2) argues that market-oriented lifelong learning without building up public lifelong education, in other words, discussions on human resource development, cannot be free from the possibility of market failure, (3) highlights that underlying philosophy of human resource development policy that the Participatory Government drives forward should map out public function of lifelong education by recovering public nature of education.
