국문 초록

본 연구는 기초지방자치단체의 GIS구축 현황을 조사 분석하여 지적도의 활용증대 방안을 제시하는데 목적이 있다. 이러한 연구 목적을 효율적으로 달성하기 위해 연구범위로는 기초지방자치단체의 GIS 구축사업을 중심으로 한정하고, 연구방법은 선행연구 및 실태조사와 사업결과 보고서를 중심으로 사용하였다. 이상의 연구방법과 범위로서 지방자치단체 GIS구축에 있어 지적도 활용증대 방안을 연구하였다. 연구 결과 지방자치단체의 GIS구축에 사용하는 기본도는 수치지적도·수치지형도가 사용되며, 그 중 가장 많이 사용되는 정보는 지적도로 나타났다. 지방자치단체의 GIS 구축에서 지적도면 활용의 문제점으로는 전담조직 및 인력의 미비, 관련부처간의 대립관계, 지적도면에 대한 인식부족으로 지적도를 효율적으로 사용하지 못하고 있는 것으로 조사되었다. 따라서, GIS전담 조직에 지적직공무원을 보강하고, GIS 구축단계에서부터 지적도를 기본도로 활용토록 하며, 시스템통합과 중앙정부와 지방정부간의 역할분담이 요구되는 것으로 나타났다.

영문 초록

The purpose of this study is to increase the utilization of cadastral map following the analysis and research about the status of building GIS by basic local government, the scope of the study is limited om the GIS building project. The preceding study. the study on actual condition and the project result report were used as study methods. By using these methods and scope, the mean for increasing the utilization of cadastral map in the GIS building project by basic local government were studied. As a result of study, base maps used for GIS by local government were numerical cadastral map and numerical topographic map. The cadastral maps were the most frequently used maps. The shortage of organization and personnel, opposing relations between relevant Departments and lack of understanding about cadastral map were found as problems in the utilization of cadastral map for building GIS by local governments. Due to these problems, the cadastral maps were not effectively used by the local governments. Consequently, it is needed to supplement the cadastral public service worker for the GIS organization and utilize cadastral map as a base map from beginning stage of GIS building. Also the system integration and role allotment between central government and local government were found to be accomplished.
