The Korean economy has been under the structural adjustments since the economic crisis of 1997. This structural adjustments involve employment adjustments and mass unemployment. Unprecedented mass unemployment has significantly changed the structure of the labor market. The exposure of permanent unemployment, the extension of duration of unemployment, the deterioration of the Quality of employment and high levels of unemployment are becoming more characteristic of the labor market. This study attempts to get a overall picture of structural adjustments and responses of labor unions and to suggest an alternative strategy for labor unions. To fulfil this purpose, we gathered more than 200 Questionnaires from enterprise labor unions. The result of this research shows that there has been a wide - spread process of structural adjustments at enterprise level. The most preferred method of structural adjustments by employers is employment adjustment which includes early retirement, redundancy dismissals, and freezing new employment. The degree of involvement in the employment adjustments by labor unions is minimal. A bout a half of labor unions have no agreement on employment stability. When employment adjustments take place, labor unions are usually consulted by employers. However, this consultation has no legally binding power, so the employers are actually free to decide the scale and method of employment adjustments. This study suggests various alternative policies of labor unions on the employment adjustments. We can summarize it as follows: 1) The basic position of trade unions: Trade unions should demand social regulation on employment adjustment. Trade unions should press employers to avoid lay-offs, and if possible, they should set up a policy to prevent arbitrary dismissals. 2) Resonable improvement of lay-off system: Trade unions should try to change the ambiguous articles related to lay-offs through the revision of the Labor Standard Law and to prevent the abuse of lay-offs by employers. 3) Response to employment adjustments at the enterprise level: Trade unions should institutionalize job security at the enterprise level through the establishment of an employment security committee and the creation of a collective agreements on job security. 4) Work-sharing of employed workers: The best strategy to secure jobs in a period of depression is a policy of sharing jobs through the reduction of working hours. In order to do this, labor unions should focus on several methods of reducing working hours including reducing of legal working hours, reducing of overtime working, and expanding paid leaves and holidays. 5) Unemployment measures and social safety net: Trade unions should try to set up various measures of unemployment policy and social safety net including mass public works, training system for the unemployed, and unemployment aid.
