영문 초록

The establishment in 1979 of the European Monetary System(EMS) is thought to be an effort to pursue the monetary integration in Europe based on the idea of optimum currency area. The EMS record until the European Union exchange crisis of 1992~3 is judged to give evidence to the notion that the characteristic of the EMS as an institutional apparatus for the pursuance of the European monetary integration was continuously strengthened in the period before that crisis. Under the EMS the volatility in exchange rates between the EMS currencies decreased. and the frequency of realignments in the EMS parities considerably decreased after early 1980s. Also monetary cooperation in the EMS is thought to have been strengthened. This is reflected in the continuous convergence of the EMS inflation rates to the German inflation rate. And European economic environment, especially the movement toward the free mobility of capital and goods, labor, was helpful to the monetary integration effort under the EMS. The exchange crisis of 1992~93 fundamentally changed the characteristic of the EMS. The widening of the exchange rate band made the EMS not anymore an institutional apparatus for the montary integration effort.
