한국 지역사회교육운동 과정에 나타난 평생교육이념 탐색 -한국지역사회교육협의회의 실천과정을 중심으로-

국문 초록

지역사회교육은 생애 단계에서 행해지는 여러 형태의 학습을 수평적이고 심층적인 측면을 통합한 개념이다. 지역사회교육의 핵심은 ‘교육이 지역사회 주민 개개인과 더불어 지역공동체의 변화와 발전에 기여하는 것’이기에 지역사회교육의 이념은 개개인들이 그들의 삶의 질 향상을 위하고 전인적인 성장과 발전 및 환경과의 조화 속에서 평생에 걸쳐 이루어지는 학습화를 지향하고 있다. 본 연구는 평생교육이념 탐색을 위해 지역사회교육운동의 전개과정을 제도적 기반을 중심으로 개관하고, 지역사회교육운동 실천과정에서의 주요 양상을 지역사회학교 활동기(1968∼1982), 사회교육운동 실천기(1983∼1999), 평생교육적 확장기(2000∼현재)로 구분하여, 평생교육 확장성의 관점에서의 변화를 탐색하였다. 한국지역사회교육운동의 역사적 접근을 통해 기존의 ‘교육은 학교교육이다’라는 관점에서 평생교육으로 관점 인식이 전환됨을 확인하였고, 개인의 ‘나’ 중심이 아닌 ‘우리의 공동체’를 바라보는 공동체성으로 이동하는 것을 확인하였다. 그리고 ‘학교’라는 경계의 확장과 시간적․공간적인 한계를 넘고, 지역주민들의 자발적 참여로 지역사회공동체 구성 및 지역연대를 통한 평생교육프로그램의 확장을 이루어내는 것을 확인하였다. 지역사회교육운동 실천의 확장성은 지역사회학교를 만들어가는 과정을 통해 개인적 존재인식에서 사회적 존재로의 이행과정을 Delors보고서의 존재를 위한 학습, 알기위한 학습, 행하기 위한 학습, 함께하기 위한 학습, 존재하기 위한 학습의 주제 중심으로 탐색할 수 있었다.

영문 초록

Community education is a concept that integrates various forms of learning throughout different stages of life, encompassing horizontal and in-depth aspects. The core of community education lies in its contribution to the transformation and development of both individual residents and the community as a whole. Therefore, the ideology of community education aims to promote lifelong learning that enhances the quality of life for individuals, fosters holistic growth and development, and seeks harmony with the environment. This study divided the historical development process of community education movement into three stages, according to the major aspects of community education movement practice into community school activities (1968∼1982), community (social) education movement practice (1983∼1999), and lifelong educational expansion (2000∼present) to explore changes in lifelong education scalability. ​It was confirmed that the practice of the Korean community education movement changed from the existing ‘education=school education’ perspective to the ‘education=lifelong education’ perspective, and that the paradigm shift to the ‘We-Community’ view, not the ‘Me- the individual.’ The expansion of the boundary of 'school' and the expansion of lifelong education programs through the voluntary participation of local residents through community organization and regional solidarity can be seen in 'lifelong education prototype'. Through the process of creating a community school, we open ‘learning to know’ through voluntary participation, ‘Learning to do’ through meeting each other (learning to meet) and working together to solve problems, and ‘Learning to Live Together’ through practicing continuous learning and sharing through community participation. Ultimately, it was confirmed that ‘learning to be’ as a learning for existence.
