The Effectiveness of the Implementation of the Village Fund Program for Reducing Poverty in Indonesia's Rural Areas

The Village Fund Program (VFP) is a central government program that has been implemented since 2015 with a total budget of around IDR 268 trillion (US$ 19.14 billion). This program aims to support community development and community empowerment. The VFP has more impact on development in rural areas, such as improving the standard of living of the village communities through poverty reduction. VFP can minimize the development gap between villages and cities. After approximately 8 years of implementation, there are many comprehensive studies regarding the VFP across the nation. However, the previous research mostly focused on general matters, such as the effect of the VFP on poverty reduction, inequality, and other social problems, without focusing on how to increase the effectiveness of the VFP implementation in rural areas. Therefore, this study proposes to understand the factors that can escalate the effectiveness of implementing the VFP in reducing poverty in Indonesia's rural areas, particularly in North Central Timor Regency, East Nusa Tenggara Province. This paper has implications for central and regional government policy, especially in increasing the efficiency of VFP and poverty reduction. The results of this study indicate that financial support through VFP from the central government and capacity building are the factors that significantly influence the VFP to poverty reduction. By optimizing the financial support factor (the village fund) and increasing capacity building, the village fund program can bring more significant effects on poverty reduction in rural communities across the nation. This study was conducted in North Central Timor Regency, East Nusa Tenggara Province, Indonesia with a total respondent of 303 people in 42 villages across the regency. This study applied quantitative analysis and Exploratory Factor Analysis (EFA). Questionaries (5 Likert scale) were used in collecting data in the village.

영문 초록

인도네시아 마을 기금 프로그램(VFP)은 2015년부터 총 268조 IDR(191억 4 천만 달러)에 달하는 중앙 정부 프로그램 이다. 이 프로그램은 지역사회 개발과 지역사회 역량 강화를 지원하는 것을 목표로 한다. 마을 기금 프로그램은 빈곤 감소를 통해 마을 공동체의 생활수준을 향상시키는 등 농촌지역 개발에 더 많은 영향을 미친다. 이 프로그램은 또한 마을과 도시 간의 개발 격차를 최소화 하는데 도움을 주고 있다. 이 프로그램이 시행된 지 약 8 년이 후, 현재 전국적으로 마을 기금 프로그램에 관한 많은 종합적인 연구가 이루어지고 있다. 그러나 기존의 연구에서는 주로 마을 기금 프로그램이 빈곤감소, 불평등, 기타 사회문제에 미치는 영향 등 일반적인 문제에 초점을 맞추었고, 농촌지역에서 이 프로그램 시행의 효과성을 어떻게 높일 수 있는지에 초점을 두지 않았다. 본 연구를 위한 조사는 인도네시아 동누사텡가라주의 북중티모르 지역에서 실시되었으며, 전체 응답자 수는 42 개 마을의 총 303 명이었다. 본 연구에서는 정량적 분석과 탐색적 요인분석을 적용했다. 마을의 데이터 수집에는 질문지(5Likert)가 사용되었다. 따라서 본 연구는 인도네시아 농촌지역, 특히 동누사텡가라주의 북중티모르 지역에서 빈곤 감소에 있어서 마을 기금 프로그램 실행의 효과성을 높일 수 있는 요인을 이해하는 것을 목표로 한다. 이 논문은 또한, 중앙 및 지방 정부 정책, 특히 마을 기금 프로그램의 효과성을 증대하고 빈곤을 감소하는 데 있어 정책적 함의를 제공하고 있다. 본 연구의 결과는 중앙정부의 마을 기금 프로그램을 통한 재정지원과 역량 강화가 해당 지역의 빈곤감소에 유의미한 영향을 미치는 요인임을 보여준다. 마을 기금 프로그램은 재정지원요소(마을기금)를 최적화하고 역량 강화를 통해 전국 농촌지역의 빈곤감소에 보다 큰 효과를 가져올 수 있다.
