국문 초록

국가보훈업무 관장 기관은 1950년 4월 14일 군사원호법이 공포 시행되면서 설립되었다. 독자적인 부처로 성립한 것은 1961년 7월 29일 군사원호청직제(차관급)가 제정 공포될 때이다. 그렇다고 국가유공자들에게 어떠한 보상과 배상이 실행되었느냐 그렇지 못했다. 정당한 보상과 배상이 진행된 것은 21세기 들어와서이다. 2004년 3월 11일 국가보훈처가 국가보훈부 장관급 기관으로 격상되고 몇 차례의 처와 부로 반복하다 2023년 6월 5일 되어 국가보훈부로 다시 승격함은 국가유공자들에 대한 위상을 세워준 것이다. 이렇듯 처와 부의 반복은 옳지 못한 행위로 비추어지고 있다. 대한민국 정부가 국가유공자들의 위상을 높이고 높여도 흠 없는 아름다운 행위이다. 그들은 우리 민족, 우리 국가, 우리 후손들을 위해 목숨 바친 희생과 헌신이 있었다는 것을 잊어서는 안된다. 그리고 후손들이 자유를 지켜낼 수 있는 힘과 민주주의를 이끌어낼 수 있는 용기를 주셨다는 것도 잊어서는 안 된다. 이는 대한민국 보훈정책의 추진 성과와 그 축적의 산물이다. 참으로 감사한 대한민국 영웅들이다. 어느덧 시간은 흘러 다수 참전유공자분들은 고령화와 고위험군 지위에 놓여 있다. 이분들을 되돌아보지 않을 수 없다. 시간이 얼마 없는 것이다. 이를 계기로 국가유공자들 보훈 영역과 그에 걸맞는 가치를 높여드려야 한다. 대한민국 국가유공자 보훈의 가치는 국가 발전에도 지대한 영향을 주었다는데서 찾아볼 수 있다. 그러기에 우리 정부는 국가유공자들을 과거 보훈법에 머물러있지 말고 시대의 변화에 상응하는 국격에 맞는 보훈 정책을 실행해야 한다. 보훈 의식 증진, 국가유공자 간의 이념 갈등과 해소, 사회통합의 기제, 예우 강화, 사회적 융화와 세대 간 연결. 이러한 배경은 사회적으로 논란이 되었던 보훈 이념의 갈등과 가치의 내용 등으로 해결 방안을 모색하는 것이다.

영문 초록

The agency in charge of National Veterans Affairs was established on April 14, 1950, with the promulgation of the Military Veterans Affairs Act. It was established as an independent ministry on July 29, 1961, with the enactment of the Military Veterans' Affairs Office (Vice Minister level). However, this did not mean that compensation and reparations were implemented. It was not until the 21st century that just compensation and reparations were made. On March 11, 2004, the Ministry of National Veterans Affairs was upgraded to a ministerial-level agency of the Ministry of National Veterans Affairs, and after several changes in status, it was again upgraded to the Ministry of National Veterans Affairs on June 5, 2023, thus establishing the status of national veterans. This repetition of status and wealth is seen as unjust. It is a flawless and beautiful act by the government of the Republic of Korea to raise and elevate the status of those who have contributed to the country. We must not forget the sacrifice and dedication they gave their lives for our people, our country, and our descendants. And we must not forget that God gave our descendants the strength to protect freedom and the courage to bring about democracy. This is a product of the achievements and accumulation of Korea's veterans policy. These are truly Korean heroes for whom I am grateful. Time has passed, and many of our veterans are aging and at high risk. We can't help but look back at them. Time is running out. We need to take this opportunity to raise the profile and value of the veterans' benefits. The value of Korea's national veterans is that they have had a significant impact on the country's development. Therefore, the government should not only recognize the national veterans under the old veterans' law, but also implement a veterans' policy that is in line with the changing times. The objectives of the program are as follows: to promote veterans' awareness, to resolve ideological conflicts among veterans, to serve as a mechanism for social integration, to strengthen honor, and to promote social harmony and intergenerational connections. Against this backdrop, we seek to resolve conflicts in the ideology of veterans and the content of values that have been controversial in society.
