자료포락분석과 맘퀴스트 생산성분석을 활용한 폴리텍대학의 운영 효율성 분석

국문 초록

본 연구의 목적은 폴리텍대학의 캠퍼스별 운영 효율성 분석과 생산성 변화추이를 분석하는 것이다. 이를 위해, 대학 정보공시자료를 바탕으로 16개 시·도 지역에 분포한 폴리텍대학 23개 캠퍼스별 인적, 물적, 재정적, 제도적 측면의 9개 투입 변수와 4개 산출 변수를 도출한 후, 자료포락분석과 맘퀴스트 생산성 지수를 활용하여 생산성 변화 분석을 하였다. 연구 결과, 폴리텍대학의 규모불변수익상태(CRS)는 2021년에 전년대비 13.1%p 감소한 73.9%로 나타났다. 또한, 초효율성 분석 결과 DMU 10, 16은 상대적으로 효율성이 낮게 나타나 참조 집단으로 DMU 4, 5를 제시하였다. 3개년 간 생산성 변화 추이를 분석한 결과, 팬데믹이 급격하게 확산된 시기인 T1(2020-2021년)에 비해 T2(2021-2022년)에 순수 효율성의 변화(PEC)와 규모 효율성의 변화(SEC)는 개선이 되었으나, 팬데믹 상황에 따른 불확실성과 위험 요소의 확대로 정상적인 생산성 제고의 한계가 존재하며 보유한 자원에 대한 기술적인 향상 제고가 필요한 것으로 나타났다. 미래 경쟁력 확보를 위한 투입 자원의 효율화 방안으로 폴리텍대학 캠퍼스별 성과평가 강화와 평가 지표의 정성적 측면의 고도화, 팀티칭 도입을 통한 협력 교수 운영 체제와 스마트러닝 도구를 접목한 수업, 전문대학과 폴리텍대학의 통합을 통한 협력 체계 구축으로 지역 문제를 해결하는 핵심 주체로서의 성장을 제언하였다.

영문 초록

This study aimed to assess the operational efficiency of 16 campuses within Korean Polytechnics using data envelopment analysis and Malmquist productivity analysis. To achieve this, we carefully selected 9 input variables and 4 output variables, taking into account factors such as human resources, physical equipment, budget allocation, and institutional elements. The findings revealed that the constant returns to scale (CRS) rate for the year 2021 stood at 73.9%, marking a decrease of 13.1% compared to the previous year (2020). By employing the super-SBM model, it was determined that DMU 4 and 5 emerged as the reference groups. When examining the productivity changes over a span of 3 years, specifically comparing T1 (2020–2021), a period marked by the rapid spread of pandemics, to T2 (2021–2022), it was observed that improvements were evident in both pure efficiency change (PEC) and scale efficiency change (SEC). However, there remains a pressing need for further technical enhancements in the available resources. These results underscore the challenges associated with enhancing efficiency and emphasize the importance of leveraging surplus resources within the context of the ongoing pandemic. Moreover, we propose additional measures to drive innovation, including the implementation of a performance management and evaluation system, the development of new teaching and learning models, and fostering collaboration between polytechnics and local 2-year colleges in the region.
