국문 초록

본 연구는 교사의 행정업무 투입시간에 영향을 미치는 요인이 무엇인가를 탐색하고 논의하는 데 목적을 두고 있다. 본 연구의 목적 달성을 위해, 교원행정업무에 관한 선행연구 검토 및 전문가협의회를 거쳐 교원행정업무 투입시간 및 영향요인에 관한 변인을 설정하였다. 본 조사는 전국의 초·중·고 교사 3,578명(초등학교 교사 1,053명, 중학교 교사 1,211명, 고등학교 교사 1,314명) 및 133개 학교(초등학교 39개교, 중학교 44개교, 고등학교 50개교)의 학교특성 자료를 2020년 9월 14일부터 10월 8일까지 온라인 조사로 실시되었으며, 분석 방법으로는 위계적선형모형(HLM)이 활용되었다. 본 연구의 결론은 다음과 같다. 첫째, 교사의 행정업무 투입시간은 학교교육과정 운영 및 조직구조와 관련이 있을 수 있다. 둘째, 학교수준 변수 가운데 교무행정지원팀 운영 여부 및 교무행정지원인력의 수는 통계적으로 의미가 없었다. 셋째, 교사의 행정업무 투입시간은 학교규모와 같은 조직의 구조적 측면 및 학교 외부 환경과 상호작용 등에 의하여 영향을 받을 수 있다. 특히, 코로나19가 지속되고 있는 현 시점에서 교원의 행정업무 부담은 코로나19 이전과 다를 수 있으므로 코로나19 이전의 교원의 행정업무 투입시간에 관한 연구와 차별화되고 적실성 있는 시사점을 제공해 줄 것으로 기대한다.

영문 초록

The purpose of this study is to investigate the time spent on teacher’s administration duties and to explore and discuss what factors affect the time spent on teacher’s administration duties. In order to achieve the purpose of this research, variables related to the time spent on teacher’s administration duties and the influencing factors were established after reviewing prior research on teachers' administrative affairs and FGI. The survey was conducted through online surveys from September 14 to October 8, 2020, and data from 3,578 elementary, middle and high school teachers (1,053 elementary school teachers, 1,211 middle school teachers, 1,314 high school teachers) and 133 schools (39 elementary schools, 44 middle schools, and 50 high school teachers) were utilized, and the hierarchical linear model was used as an analysis method. The conclusions of this study are as follows. First, the time spent on teacher’s administration duties may be related to the operation of school curricula and organizational structure. Second, among the variables at the school level, whether the school administration support team is operated or the number of school administration support personnel was statistically meaningless and requires further study. Third, the time spent on teacher’s administration duties may be affected by the structural aspects of the organization, such as the size of the school, and the interaction with the environment outside the school. Along with the above major conclusions, further research tasks on the establishment of policies for reducing teachers' administrative work duties were proposed.
