핀란드와 한국의 국가교육위원회 설치 및 운영에 관한 비교 연구

국문 초록

본 연구의 목적은 입법 과정 중인 우리나라의 국가교육위원회가 핀란드 국가교육위원회의 4가지 특성(정치적 중립성, 법적 독립성, 민주성, 일관성)을 갖추고 있는지 살펴보고, 개선 방안을 도출하는 데 있다. 연구 방법은 문헌 연구를 실시하되, 문헌을 통해 수집하기 어려운 자료는 면담 연구를 병행하여 자료를 수집하였다. 그 결과, 우리나라 국가교육위원회는 핀란드 국가교육위원회와 비교해 정치적 중립성, 법적 독립성, 민주성, 일관성을 갖추지 못할 것으로 예상되었다. 우리나라 국가교육위원회는 위원회의 구성 방식과 정책 과정에서 정치권의 영향을 받을 가능성이 크며, 형식적으로는 법률이지만 대부분의 결정 사항을 대통령에 위임하였고 법의 내용이 대부분 모호하였다. 그리고 다양한 정책 주체의 참여가 법으로 명확하게 보장되지 않았고, 단기간에 사회적 합의를 이루어야 한다는 점에서 사회적 합의의 실효성이 낮았다. 마지막으로 중장기적 교육정책을 개발하고자 하였으나, 정책 분야를 구체적으로 설정하지 않아 현실성이 낮았고, 구성원의 임기와 처우에 대한 안정성 확보도 어렵다고 판단되었다. 이러한 결과를 바탕으로 위원회 구성원 공개 모집, 타 행정부처와의 관계 명확화, 법률안 내용 구체화, 위원회 구성원 자격별 정수 명확화, 사회적 합의 실효성 제고, 중장기 교육정책 분야 세분화, 구성원의 임기 장기화 및 처우 개선을 제안하였다.

영문 초록

The purpose of this study is to examine whether the National Board of Education in Korea has the four characteristics (political neutrality, legal independence, democracy, and consistency) of the Finnish National Board of Education. In order to achieve the purpose of the study, literature review and email interview were conducted to collect and analyze data. Main findings of this study as follow. It was expected that the National Board of Education in Korea would not have political neutrality, legal independence, democracy, and consistency. The board members and policy process are highly likely to be influenced by the politics. And most of decision-making authority is delegated to the President, and the contents of the law were mostly ambiguous. In addition, the effectiveness of social consensus was low in that the participation of various policy stakeholders was not clearly guaranteed by law and that social consensus must be reached in a short period of time. Lastly, it was attempted to develop a midto long-term education policy, but the reality was low. Because the field of the policy or plan was not specifically set., And it was judged that it was difficult to secure stability for the terms and treatment of members. Based on the results of this analysis, it is suggested to openly recruit members of the board, clarify relations with other administrative departments and clarify the contents of the bill. Also, it is suggested to improve the effectiveness of social consensus, subdivide the field of mid- to long-term education policy, prolong the term of office of members and improve treatment.
