교육전문직 선발제도 개선 방안 탐색

국문 초록

본 연구는 교육전문직 선발제도를 개선하기 위한 방안을 탐색하기 위한 목적으로 수행 되었다. 연구 목적을 달성하기 17개 시도교육청의 2013년 교육전문직 선발계획의 특성을 인적자원행정의 핵심인 선발대상, 선발내용 및 선발방식, 선발주체를 기준으로 분석하였다. 또한, 선행연구에서 제안된 교육전문직 선발제도 개선을 위한 방안의 타당성과 실효성을 검토한 후 향후 추가적으로 필요한 개선 방안을 제안하였다. 분석 결과, 선발대상은 추천, 교육경력, 근무평정, 응시횟수 등을 주요한 선발 자격으로 제시하였고, 선발내용 및 선발방식은 다단계 전형, 다양한 전형요소 활용, 기본 소양과 전문적 역량 평가 등의 특성이 나타났다. 그리고 선발주체는 외부 인사를 포함한 자체 선발위원회를 구성하였고, 일부 지역에서는 민간위탁 방식을 도입하였다. 선행연구에서 제안된 개선방안은 대체로 타당성이 높지만 실효성에 한계를 보이고 있었다. 추가 개선 방안으로 ‘승진’을 대체할 유인가 마련, 교원 승진제도 개선 구 능력 조건 강화, 교육감의 리더십 개선, 장학과 연구 수행 중심 독립 기구(부서) 신설, 감사제도 법제화 등을 제안하였다.

영문 초록

This study investigates on how to improve the selection system of educational supervisors. The content anaylsis was conducted on the 2013 plan for selecting educational supervisor in the offices of Education in 17 different cities and provinces, focusing on candidates, selection process and criteria. In addition, the study reviewed the validity and effects of improvement plans suggested in previous studies, and later it concluded with additional improvements. Details are as follows. Requirements for candidates were recommendation, educational experience, performance evaluation, and the history of previous application. Selection process included multistep process, various selection methods, and tests for basic knowledge and professional capability. Outside experts were invited to become members of the selection committee. This study concluded with additional improvement plans, such as the alternative plan for promotion, enhanced requirements for professional capability, improved leadership of superintendent, the independent agent for supervision and research, and enactment of inspection system.
