주거복지센터의 사례관리 현황과 실천방안 탐색

국문 초록

본 연구는 서울시 주거복지센터의 사례관리 현황과 실천과정을 맥락적이고 실제적으로 탐색하고 이해하는데 그 목적이 있다. 이를 위해 현황조사와 심층면접조사를 병행하였다. 현황조사는 서울주택도시공사의 허락을 득하여 통합상담관리시스템의 전산자료 및 사업보고서 등 2차 자료를 수집하여 분석하였다. 그리고 심층면접조사는 서울시의 25개 주거복지센터에 근무하는 주거복지사 중에서 사례관리 경험이 있으며 본 연구에 동의한 43명을 대상으로 실시하였으며, 내용분석법을 적용하여 자료를 분석하였다. 연구결과 통합상담관리시스템에서 주거복지센터의 사례관리 실적과 기록이 관리되고 있었는데, 센터별로 기록과 실적의 편차가 매우 큰 것으로 나타났다. 내용분석 결과 이는 ‘주거상담’과 ‘사례관리’에 대한 기준과 합의가 부재하기 때문으로 파악되었다. 이렇게 주거상담과 사례관리의 모호한 경계와 합의부재, 수행인력부족 등 다양한 현실적 어려움 속에서도 각 센터는 사례관리를 일련의 과정을 통해 적극적으로 수행하고 있었으며, 주거복지 분야의 특성상 주거복지사에게 주거관련 정보와 지식이 집중되어 있어 사례관리의 계획과 실행과정에서 좀 더 주도성을 가지고 주거취약계층의 복합적인 주거문제를 돕고 있는 것으로 나타났다. 본 연구를 바탕으로 주거복지현장의 사례관리 실천방안에 대해 실천적·정책적 제언을 하였다.

영문 초록

The purpose of this study is to explore and understand the current situation and the process of case management of Seoul Housing Welfare Center. For this, a status survey and a in-depth interview survey were conducted at the same time. The survey was conducted with the permission of Seoul Housing & Communities Corporation and collected and analyzed secondary data such as computerized data and business reports of the integrated consultation management system. I conducted in-depth interviews of 43 workers who had experiences of case management at housing welfare center in Seoul, and conducted qualitative content analysis. The results of the study showed that the records of case management of residential welfare centers were managed by the integrated counseling management system, but the difference between these records was very large. The analysis revealed that this was due to the lack of standards and agreement on “residential counseling” and “case management”. The participants actively carried out case management despite various practical difficulties such as lack of agreement on the vague boundaries and concepts of housing consultation and case management, and the lack of people to carry out the case management. In particular, due to the nature of the housing welfare sector, information and knowledge related to housing are concentrated on housing welfare workers, and they are leading the way in the case management planning and implementation process. The results of this study are expected to be used to find ways to effectively implement case management in the residential welfare sector.
