직업계고 현장실습의 학습으로의 전환과 개선 방안에 대한 논의

국문 초록

이 연구에서는 취업, 근로로 인식되고 운영되는 직업계고 현장실습을 학습으로 전환하기 위한 논의를 전개하고 현장실습 개선 방안을 제시하고자 한다. 첫 번째 논의 주제는 현장실습의 개념과 현장실습생의 신분인데, 현장실습은 학습이며 현장실습생의 안전과 권익을 보호하기 위한 적절한 신분은 학생이라는 결론을 도출하였다. 두 번째 논의 주제는 현장실습과 취업률의 관계인데, 현장실습의 취업 연계 효과가 크지 않으므로 취업률 하락을 우려하지 말고 현장실습의 확실한 개선이 필요하다는 결론을 도출하였다. 이상의 논의를 바탕으로 현장실습을 학습으로 전환하기 위한 개선 방안은 다음과 같다. 첫째, 현장실습 운영 측면에서는 현장실습의 학습 내용은 ‘일 경험’으로 설정, 현장실습에서 채용으로 전환하는 시기를 ‘졸업 이후’로 설정, 현장실습 기간 단축, 현장실습 기간 중에 기업교육뿐만 아니라 학교교육에도 참여, 참여기업 요건 강화를 제시하였다. 둘째, 현장실습 관련 법령 및 거버넌스 측면에서는 근로관계법에 현장실습생 특례 조항 마련, 중앙정부와 지방정부 참여 거버넌스 구축이 요구된다. 셋째, 현장실습 개념 재정립 및 환경 조성 측면에서는 현장실습을 교육과정, 진로교육, 산학협력 교육제도로의 개념 재정립, 지역 단위 현장실습 운영 체제 구축, 우수 기업 및 산업별 협･단체의 현장실습 공동･위탁 운영 방식 도입, 고졸 취업의 질 제고 정책 강화 등이 요구된다.

영문 초록

This study to discuss the learning of on-the-job training in vocational high schools and suggest improvement measure. The results of the discussion are as follows. It was concluded that on-the-job training is learning, and the appropriate status to protect the safety and rights of on-the-job trainees is the students. And on-the-job training has a low employment-linked effect, so it is necessary to improve on-the-job training without worrying about a decrease in the employment rate. Based on the above discussion, the measures to improve on-the-job training are as follows. First, in terms of on-the-job training operation, the learning content of on-the-job training is ‘work experience’, and the transition period from on-the-job training to hiring is after high school graduation. And it is necessary to reduce the on-the-job training period, participate in school education during on-the-job training, and strengthen requirements for companies. Second, in terms of laws and governance related to on-the-job training, it is necessary to enact special provisions for on-the-job trainees in the Labor Relations Act, and establish governance in which the central and local governments participate in on-the-job training. Third, in terms of redefining the concept of field practice and creating an environment, the concept of on-the-job training should be redefine as a curriculum, career education, and industry-academia cooperation education system. And it is necessary to establishment of regional on-the-job training system, introduce joint and entrust operation for on-the-job training by large companies and industry associations, strengthen policies to improve the quality of employment for high school graduates.
