국문 초록

본 연구는 유네스코의 존립근거인 평화교육의 발달과정과 관련 규정을 비판적으로 고찰하고 해독하여 재구성한 후, 한반도 평화구축을 위한 토대로서 유네스코 평화교육의 현지화(localization) 방안을 모색해보고자 한다. 유네스코는 1945년 설립 이래 교육차별 금지 협약을 비롯하여 인권, 반차별, 다양성, 환경, 평생교육 등 사회적 핵심 교육현안 주제를 다루는 국제규약을 선언하였다. 이를 전 세계 회원국의 교육에 일반적으로 적용될 수 있는 보편적 준거라고 가정할 때, 그 기본 원리는 평화권 기반, 정의 기반의, 관용과 비폭력 및 다양성 중심의, 홀리스틱 교수법 등을 기반으로 이루어진다고 볼 수 있다. 남북한이 공히 유네스코 회원국으로서 한반도 평화구축을 위한 교육을, 상대 체제의 흡수를 전제하는 논쟁적 통일교육이 아닌 유네스코 평화교육 실천을 통해 추진하는 것이, 유네스코 평화교육의 현지화 전략으로서 타당하다.

영문 초록

This paper aims to make the localization strategy of UNESCO peace education at the basis of peacebuilding in the Korean peninsula, by the way of codifying the UNESCO peace education-related documents and reconstructing them. Peace education surely is at the heart of UNESCO’s raison d être. Since the inauguration of UNESCO in 1946, in response to political and social developments, lots of UNESCO documents on the global issues such as human rights, anti-discrimination, diversity, environment and lifelong learning have been ratified in the name of declaration, recommendation and convention. The‘convention against discrimination in education.’is the foremost one among them. With an Assumption that they are the universal criteria to be applied to the UNESCO member countries all over the world, UNESCO peace education is composed of four elements that are the rights to peace for the culture of peace, global justice-based, tolerance/nonviolence/diversity, and holistic pedagogy. Thus, UNESCO peace education might be the shared definition for ROK and DPRK as a member country of UNESCO. This is the reason why I suggest the localization of UNESCO peace education for the peacebuilding in the Korean peninsula rather than forging the reunification education that provokes lots of disagreements between two antagonistic systems.
