국문 초록

본 연구는 1997년 외환위기 이후 역대 정부의 비전보고서를 통해 해당 정부가 처한 경제, 노동, 사회정책적 상황인식과 그에 대한 각 정부의 대안, 해법, 지향점 등을 살펴보았다. 특히 노동시장정책과 사회정책과의 연계성을 검토한 결과, 외환위기 이후 민주정부의 노동사회정책은 과거의 권위주의적 경제체제의 패러다임에서 크게 벗어나지 못하고 노동과 사회정책이 분절적으로 검토-실행되었다는 점을 확인하였다. 또한 역대 정부의 경험을 통해 사회정책 간의 연계성 혹은 이중적 노동시장 구조의 문제는 그 역사적 성립과정이 짧지도 단순하지도 않은 한국 노동사회정책의 역사적 유산임을 확인하였다. 이를 통해 본 연구는 노동과 복지를 토대로 한 동반성장이라는 노무현 정부의 정책기조나 소위 성장을 위한 안정전략이 여전히 유효한 것으로 판단한다. 즉 우리에게 전략이 없다기보다 그러한 전략을 실천할 수 있는 역량과 실천 그 자체가 필요한 시점이라고 하겠다. 다만 개혁의 대상, 주체, 방식, 시기 등을 어떻게 협의하여 타협할 것인가에 관한 어려운 과업이 남아 있다. 장기적인 관점에서 주체 간 이해의 공유, 정치적 리더십이 필요한 상황이다.

영문 초록

This study looked at the economic, labor, and social policy situation perceptions of the respective governments, and each government s alternatives, solutions, and directions through the vision reports of previous governments. In particular, as a result of examining the linkages between labor market policies and social policies, the labor and social policies of the democratic government after the financial crisis did not deviate significantly from the paradigm of the authoritarian economic system of the past, and labor and social policies were reviewed and implemented segmentally. was confirmed. Under the policy of the conservative government, which regarded labor and welfare only as a means of growth, neither labor nor welfare failed to enrich the lives of the people. Establishing a government vision for labor and social policies and preparing specific action plans will be a major policy task in the current Moon Jae-in government. Through the experiences of previous governments, we have learned that the problem of irregular labor, which seems to be far from a solution as it is fixed in the linkage between labor and social policy or the dual labor market structure, is a historical legacy of the Korean welfare state, whose historical establishment is neither short nor simple. will be. The policy stance of the Roh Moo-hyun administration of shared growth based on labor and welfare and the so-called stabilization strategy for growth are considered valid even now. In other words, it is not that we do not have a strategy, but rather the time when we need the capacity to implement such a strategy and practice itself.
