국문 초록

마을방과후학교는 크게 학교의 지역사회화와 교육의 공공성이라는 두 가지 측면에서 기존의 학교방과후학교와 다른 특징을 지닌다. 학교방과후학교는 학교 내에서 이루어지는 방과후 활동에 제한되기 때문에 지역사회와의 연계는 제한적이었다. 반면에 마을방과후학교는 지역사회와의 협력이 넓고 방식 또한 다양했다. 마을방과후학교는 지역사회의 자원이 학교에 참여하는 방식이 변화되고 범위가 확대되는 과정 속에서 출발하였다. 마을방과후학교는 교육부에서 주도한 학교방과후학교와 달리 교육청의 주도아래 추진된 마을교육공동체 사업의 하나로 추진되었다. 또한 마을방과후학교는 방과후학교의 공공성이 강화되는 가운데 제기되었다. 마을방과후학교는 교원을 비롯한 학교 구성원들의 업무 부담과 민간 위탁에 따른 학교방과후학교의 부작용을 최소화하고 방과후학교의 공공적 측면을 강화하려는 형태로 추진되고 있다. 마을방과후학교는 교육청이 주도하고 지자체가 협력하는 관계이다. 본 연구는 마을방과후학교의 개념화를 통해 기존의 방과후학교 개념을 확장하고 학생의 올바른 성장과 발달을 위한 방과후학교 정책에 도움이 되길 기대한다.

영문 초록

‘After-School outside school’is different from‘After-School inside school’ in the following aspects: 1) collaboration between schools and communities and 2) the communal nature of education. The‘After-School inside school’is limited to student’s activities within the school and therefore, limits the connections with the community while the ‘After-School outside school’has a wide range of collaborations with the community. The ‘After-School outside school’began in the process of expanding the way in which community resources participate in supporting education. Unlike the‘After-School inside school’ that is led by the Ministry of Education, the ‘After-School outside school’was promoted as one of the Regional Education Office’s projects. The project is being executed to strengthen the communal elements of education and minimize the side effects of private companies’participation in After-School programs. The cooperative relationship between the Regional Education Office and the local government in ‘After-School outside school’project effectively supports student s growth and development.
