운동부내 성폭력 실태와 대응방안

국문 초록

본 연구는 체육계의 심각한 문제로 제기되고 있는 운동부내 성폭력에 대하여 그 실태를 조사ㆍ분석하고, 이를 기초로 운동부내 성폭력 발생을 예방하기 위한 대응방안을 제시하는 것을 목적으로 하였다. 서울 소재 고등학교에 재학 중인 여자 운동선수 422명을 대상으로 성희롱, 성추행, 강간의 실태를 조사한 결과 다음과 같은 결론을 얻을 수 있었다. 서울시내 고등학교 여자 운동선수 중 약 34.4%가 성희롱을 경험하였고, 이들이 겪은 성희롱 유형 중 신체적 성희롱(45.7%)이 가장 많은 것으로 나타났다. 선수들은 성희롱 피해경험으로 인하여 운동하기가 싫어졌고, 심리적으로 불안정함을 가장 크게 느꼈다. 이러한 피해경험을 친구에게 말하거나 무시하는 등의 상당히 소극적인 대처를 하였다. 성희롱의 가해자는 운동부 지도자가 대다수(76%)를 차지하였고, 일부(24%)는 동료선수에 의해 성희롱을 경험하는 것으로 나타났다. 성추행을 경험한 선수는 9명으로 나타났고, 강간은 단 한명도 없었다. 성추행의 가해자는 3명이 남자 코치이고 나머지 6명은 모두 동료선수였으며, 특히 이중 2명은 같은 여자 선수였다. 따라서 일반적으로 알려진 성추행의 가해자는 최소한 서울시내 여자 고등학교 선수에게는 운동부 지도자이기 보다는 선수가 더 많음을 알 수 있었다. 성추행 발생 장소는 단연 합숙소와 전지훈련 장소가 많았고, 소극적으로 대처한 선수들은 우울증 등을 나타냈으며, 피해사실을 경찰신고나 상담소 통한 적극적 해결보다는 친구에게 알리는 등의 소극적 해결방법을 취하고 있었다. 또한 피해자들이 신고를 하지 않았기 때문에 가해자들은 별다른 처벌을 받지 않았다. 이러한 실태조사 결과를 통해 다음과 같은 대응방안들을 도출할 수 있었다. 첫째, 무엇보다도 가장 중요한 대안은 선수 및 지도자 스스로가 성폭력에 대한 정확한 이해와 문제의 심각성을 인식하는 것이다. 둘째, 대한체육회 등 관련 기관은 성폭력 행위자를 색출하여 엄격하게 처벌하고, 제3자 전문가 감시체제를 두어 외부 전문가가 정기적으로 운동부를 감시할 수 있도록 한다. 셋째, 학교내 성폭력 상담소를 선수들이 활용할 수 있도록 홍보하고, 여성 ‘팀 매니저’를 고용하여 선수 신변에 관한 상담을 지원한다. 또한, 학교 성폭력 예방교육에 선수들도 반드시 참여하도록 한다. 마지막으로, 학교 및 지도자 연수교육을 통해 지도자 성폭력 예방교육을 의무화하고, 지도자 윤리강령과 같은 가이드라인을 통해 성폭력에 대한 지속적인 교육이 이루어질 수 있도록 한다.

영문 초록

While there have been mounting criticism on sexual harassment in sports and physical education, much less is known about the extent to which athletes have experienced sexual harassment. In so doing, it is very difficult to figure out how serious school athletes experience on sexual harassment is. This study attempted to overcome such anecdotal story-telling reported in the media. Instead, this study addressed and examined high school athletes experience on sexual harassment in a systematic and scientific manner. The purpose of this study was to suggest alternatives based on the results of the survey study. Focusing on 422 woman athletes in high school located in Seoul, their experiences on the sexual annoyance, sexual molestation, and rape were examined. The result found that about 34.4% of respondents experienced sexual annoyance and among these respondents 45.7% experienced physical sexual annoyance. On the other hand, very small number of respondents(9) responded to sexual molestation, while no one reported rape. Based on the results of this study, several alternatives to overcome the sexual harassment problems in sport were suggested. First, the most important thing to do is that both athlete and coach should be aware of what sexual harassment is, how serious it is, and how they protect themselves from the problem. Second, Korea Sports Council and other related organization should search sexual offenders and strictly punish them. KSC also hires the third neutral party and have them periodically supervise sexual offender in sports field. Third, advice office for sexual harassment should be place in school campus and thus school encourages athletes use the office. School also should hire team manager who is a woman and support consultation to athletes. Athletes should participate in the educational program for the prevention of sexual harassment which is provided by school. Lastly, coach should mandatorily participate in the educational program for prevention of sexual harassment which is provided by school or coach workshop. For the continuous education, sexual harassment guideline should be created and distributed to the coaches.
