문화예술진흥법 개정으로 본 노인의 문화권 증진 고찰

국문 초록

본 연구는 우리나라의 고령사회의 노인 문화권 증진을 위한 대책으로 노인의 여가·문화 활성화 방안을 찾고자 마련되었다. 이를 위해 우리나라의 노인 여가·문화관련 중앙부처 정책과 공공분야의 여가·문화 실태를 면밀히 분석해 보고 노인의 여가·문화 활성화 정책방안을 모색해 보고자 하였다. 노인의 문화권은 헌법과 문화예술진흥법 등의 법률을 통해서 문화권을 기본권으로 국가가 적극 지원해야할 권리를 인정하고 있다. 이에 따라 우리나라는 2012.2.17 법률 제 11313호를 문화예술진흥법 제15조의3(문화소외계층의 문화예술복지 증진 시책 강구) -국가 및 지방자치단체는 경제적·사회적·지리적 제약 등으로 문화예술을 향유하지 못하고 있는 문화소외계층의 문화예술 향유 기회를 확대하고 문화예술 활동을 장려하기 위하여 필요한 시책을 강구하여야 한다.- 로 개정하였다. 더불어 노인의 문화권을 증진시키기 위해서는 첫째, 노인 여가·문화 관련 종합정보시스템을 구축하여야 한다. 둘째, 노인 여가·문화 관련 전담기구의 설치가 요구된다. 셋째, 노인 여가·문화 교육의 확대 및 홍보 방안을 마련해야 한다. 넷째, 노인 여가·문화를 위한 물적, 인적 인프라의 확대가 요구된다. 다섯째, 노인 여가·문화산업의 활성화이다. 여섯째, 친환경성 및 유비쿼터스 환경에 적합한 노인 여가·문화의 정책개발이다.

영문 초록

Korea s aging society, this study measures for promotion of culture, the elderly, seniors leisure and culture was held to find ways to activate. To this end, Korea s Senior Leisure and culture of the relevant central government policy and public sector, leisure and culture are thoroughly analyzed the status of the elderly leisure and culture was to explore ways to enable the policy. The culture of the elderly, such as the Constitution and laws through the Culture and Arts Promotion Act states actively support the culture as a fundamental right has been recognized the right to do. Accordingly, Korea 02.17.2012 Law No. 11313, persuade to Part 15 of the Culture and Arts Promotion Act number 3 (cultural welfare of underprivileged class cultural arts initiatives taken) - State and local governments due to the economic, social and geographical constraints to enjoyment of culture and art not disadvantaged in the cultural enjoyment of the cultural and artistic opportunities to expand in order to encourage cultural and artistic activities shall take the necessary measures - as amended. To promote the culture of the elderly, with the first, senior leisure and culture related to a comprehensive information system should be established. Second, the leisure and culture related to the installation of a task force is required. Third, Senior Leisure and culture and promote the expansion of education has to come up with measures. Fourth, the Senior Leisure and culture for the physical and human infrastructure expansion is required. Fifth, the Senior Leisure and culture industry is activated. Sixth, the ubiquitous environment, ecology and recreation for the elderly. Culture is the development of the policy.
