국문 초록

평창 동계올림픽･패럴림픽 대회는 국제올림픽위원회(IOC, International Olympic Committee)를 비롯하여 외신들까지 호평했던 성공적인 대회와 동계행사 사상 최대 규모, 무결점 대회 운영과 흥행을 가져왔을 뿐만 아니라 남북 체육교류를 재개함으로서 국제대회 공동 출전, 국내대회 북한 참가, 친선 경기 등 남북관계의 평화적 복원 기틀을 마련하였다. 최근 국민체육센터 역할 및 시설확충 필요성이 증대됨에 따라 이와 같은 올림픽 경기장은 범국민적으로 요구되어진 현실의 상황에서 매우 유익한 유산이 되었다. 이를 보다 효율적으로 운영･관리되어진다면 국민들의 체육활동 욕구충족 및 참여도의 증가는 물론이고, 향후 공공체육시설 조성에 대한 주민의 수요와 지방자치단체의 공공체육시설 조성 요구를 해결할 수 있을 것이다. 본 연구의 목적은 올림픽유산 관리를 위한 구체적 운영방안과 경기장 운영의 관리주체별 장･단점에 대한 검토 및 비영리법인 위탁방식에 의한 동계스포츠경기장 관리 위･수탁 협약서(안)에 반영되어야 할 고려사항을 제시하고자 한다. 강원도는 경기장 사후활용 극대화를 위한 제도개선 방안으로 평창 동계올림픽 이후 사회 문화･관광, 경기장 시설 등의 다양한 분야에서 남겨질 유･무형의 유산을 조사･분석하고, 지속가능한 비즈니스 모델 방향 수립에 필요한 재원확보 방안까지 모색한바 있다. 이는 각 지방자치단체에서도 체육시설에 따른 경기장 운영 관련 법규를 마련하고 있지만, 올림픽이 개최된 경기장이라는 점에서 다양한 기능과 스포츠 경기장에서 발생될 수 있는 안전망을 갖추고 보다 다양한 프로그램을 기초로 한 체육시설의 운영과 관련된 효율방안을 마련했다는 점에서 매우 긍정적으로 평가 할만하다. 결론적으로 올림픽 유산관리를 위해서 관리･운영 체계 구축방안으로 올림픽 경기장 시설별 효율적인 관리주체와 관리형식을 결정하는 것이 선결되어야 하고, 관리주체 및 관리형식은 유산 유형에 따라 결정되어야 한다. 또한 개정된 “스포츠산업진흥법”의 문제점을 보완하여 비영리법인에 대한 위･수탁계약 시 다양한 수익사업(스포츠관련 상품 할인점, 레스토랑 입점, 지역 체육인을 위한 시설물 및 사무 공간 대여 등)을 창출할 수 있도록 함과 동시에 수익사업을 위한 시설물과 관련된 규제를 완화해야 한다. 이와 관련하여 스포츠산업을 위한 국가의 지원정책을 실현하기 위해 “스포츠산업진흥법”을 제정한 만큼 스포츠산업의 부가가치를 가져오는 방안도 함께 다각적으로 마련되어야 할 것이다. 우리나라의 경우 주민밀착형 국민체육센터 사업을 시작한 1990년대에는 기본체육시설이 부족하였음으로 공급 확대와 균형 공급을 목표로 지역주민들의 생활체육 공간 확충을 통한 균등한 체육활동 기회 제공이 필요하였다. 그러나 이제는 높아진 국민들의 요구수준을 반영하고 생활권에 편리하게 이용할 수 있도록 수요자 중심 시설공급정책으로 전환이 필요한 시기이다. 따라서 올림픽의 유산인 경기장을 사회･경제적 환경 및 생활체육 수요변화 및 각 지역별 특색을 적용할 수 있는 만큼 효율적 관리시스템뿐만 아니라 다양한 수익구조를 창출할 수 있는 지속적인 비즈니스모델개발이 필요로 할 때이다. 동계스포츠경기장 운영 관리 조례 및 시행규칙이 마련되어 있기는 하지만, 스포츠 활동 기능 뿐 아니라 문화예술, 지역공동체 공간으로서의 사회적 가치 및 역할을 수행하고 도시의 브랜드의 가치를 제고시키는 올림픽 경기장으로 활용하는데 있어서 다양한 문제를 구체적으로 다룰 법제도적 근거가 마련되기를 기대해 본다.

영문 초록

The Pyeongchang Winter Olympics and the Paralympics were successful events acclaimed by the International Olympic Committee(IOC) and foreign media; It not only brought the flawless operation and good performance, but also resumed sports exchanges between North and South Korea by their jointly participating in international leagues and North joining South’s domestic competition and friendly matches, ultimately setting the stage of for peaceful restoration of inter-Korean relations. reasing role of and the need to expand facilities for National Sports Center, the Olympic Stadium has become a very beneficial legacy to satisfy the public request. If operated and managed efficiently, it will be able to accomodate the public desire and participation for physical activities as well as to meet the demand and requirement to create public sports facilities by local residents and governments. To maximize the use of the stadium after the PyeongChang Winter Olympics, Gangwon Province has investigated and analyzed tangible and intangible heritages that will affect various fields such as social, cultural, tourism and stadium facilities, and even sought to secure funds to establish a sustainable business model. Although local governments do have laws for the operation of stadiums depending on the sports facilities, it is highly positive that the Olympic Stadium with diverse functions and safety nets provided efficient way to operate the sports facility for a variety of programs. In the 1990s, when resident-friendly sports center project began, it was necessary to provide people with equal opportunities for sports activities by expanding the exercise space; however, now it is necessary to reflect the increased level the public demands to make the facilities more convenient to reach from the living areas. It is time to develop a business model with diverse sources of revenue as well as an efficient management system for the stadium that reflects many different socio-economic environments, changes in life sports demand and regional characteristics. Although Korea has laws and regulations for the operation of winter sports stadiums, it is expected to set the legal and institutional basis for various issues specifically regarding the use of the Olympic venues to deliver not only sports function but also social, cultural, and artistic values and roles as a community space.
