건설공사 현장의 외국인 근로자 안전교육제도 개선에 관한 연구

국문 초록

현재 국내 건설 현장에서는 부족한 인력의 수급을 보충하기 위해 외국인 근로자를 대체하고 있으며 앞으로 더많은 다양한 외국인 근로자가 유입될 것으로 예상되며, 외국인 근로자의 유입으로 인해 생산성 저하 및 품질 저하뿐만 아니라 안전사고 또한 증가할 것으로 예상되며, 앞으로의 안전사고를 예방하기 위해서는 다각적인 연구가 필요하다. 하지만 국내의 현실은 외국인 근로자의 특성 및 수준을 고려하지 않는 교육으로 사업주의 편의 위주의 일관적인 교육으로 이루어지고 있고 이로 인해 건설 현장에서의 안전사고가 감소하지 않고 오히려 증가하는 추세이다. 본 연구는 외국인 근로자 안전교육의 제도개선을 위해 선행연구를 고찰하고 예비조사를 통해 안전의식 수준, 안전실천 수준, 안전교육 시간, 안전교육 방법이 안전교육 제도개선에 미치는 영향을 파악하기 위하여 경기도 소재의 대형 건설현장에서 근무하는 미얀마, 베트남 그리고 중국 근로자를 대상으로 연구모형을 분석한 결과 4개의독립변수 모두 안전교육 제도개선 요인에 영향을 미치는 것을 알 수 있었다. 본 연구를 통해 국내 건설 기업들의외국인 근로자의 안전사고를 예방하기 위한 안전교육 필요성 인지 및 모국어를 통한 사전안전교육 개선방안 등의대책 제시를 위한 기초자료를 제시하고자 한다.

영문 초록

Currently in Korean construction sites, construction companies are replacing domestic labors with foreign ones to fulfill the labor shortage. In the near future, it is expected that wider variety of foreign labors will be entered into the job sites, and lowering in productivity and quality is also expected with infusion of foreign labors. Moreover, increase in number of negligent accident is expected, and multi-dimensional studies to prevent negligent accidents are necessary. However, the reality is that the training does not consider the characteristics and standard of the foreign labors. As a result, negligent accident at job sites is not decreasing, rather it is showing upwards trend. Therefore, in order to contemplate the advance study for regulation improvement of safety training for foreign labors and to acknowledge the effects of safety awareness standard, safety compliance standard, safety training hours and safety training method on regulation improvement of safety training, the study analyzed the study model based on labors from Myanmar, Vietnam and China working in large construction sites in Gyeonggi province. The study revealed that all 4 independent variables affect the factors of regulation improvement of safety training. Based on such findings, the study proposed countermeasures such as acknowledging needs for safety training and safety training improvement using mother tongue.
