장애인 노동시장의 불안정성 수준에 미치는 영향: 코로나19로 인한 직장 내 변화를 중심으로

국문 초록

본 연구의 목적은 전 세계의 노동시장에 유례없는 영향을 미치고 있는 코로나19의 확산이 장애인 노동시장의 불안정성 수준에 미치는 영향을 살펴보는 것이다. 노동시장의 불안정성 수준은 고용, 임금, 사회보험의 세 측면을 고려하여 개념화 한 후, 2020년 장애인경제활동실태조사 자료를 활용하여 15~64세 임금근로자 1,756명을 대상으로 분석하였다. 분석 결과 코로나19 이전에 비해 노동시장의 불안정성이 심화된 것을 확인하였다. 코로나19로 인한 직장 내 변화 경험이 장애인 노동시장의 불안정성에 미치는 영향을 위계적 회귀분석을 통해 살펴본 결과, 불안정 수준은 코로나19로 인한 직장 내 변화 경험이 있는 경우, 여성인 경우, 학력이 낮을수록, 60세 이상인 경우, 정신적장애인 또는 중증장애인인 경우, 서비스⋅판매직, 농림어업, 단순노무종사자에 해당하면 높았다. 또한 코로나19로 인한 직장 내 변화 경험 유무에 따라 장애인 불안정 노동 수준에 영향을 미치는 요인이 상이함을 밝혔다. 연구 결과를 토대로 장애인 노동시장의 안정성을 높이기 위해 장애인의 인적자본을 향상하고, 코로나19로 인해 촉발된 비대면 사회에 적합한 장애인 노동 방식과 고용 문화에 대하여 논의가 필요함을 제언하였다.

영문 초록

This study aims to examine the impact of the spread of COVID-19 on the precariousness of the labor market for persons with disabilities, which is having an unprecedented impact on the global labor market. The precariousness was conceptualized by considering three aspects: employment, wages and social insurance. 1,756 disabled workers aged 15 to 64 were analyzed in the 2020 Survey on the Employment Conditions of the Disabled in the Business sector. The analysis shows that the precariousness in the labor market has intensified compared to before COVID-19. According to a hierarchical regression analysis of the impact of COVID-19 on the precariousness of the disabled labor market, the level of precariousness was high in the case of experiences of changes in the workplace due to COVID-19. In addition, the level of precariousness was high for women, low-educated, persons with mentally disability or severe disability, and workers for services, sales, agriculture, fisheries, and simple labor workers. In addition, factors affecting precariousness differed depending on whether or not they had experienced changes in the workplace due to COVID-19. Based on the results, it was suggested that it should improve the human capital of disabled worker and discuss the working style and employment culture of person with disabilities suitable for the contact-free society.
