도시빈민은 지역적으로 고립되어 있는가?

국문 초록

본 연구는 도시빈민이 지역적으로 고립되었는지를 알아보기 위해 질적연구방법론을 활용하여 서울시에 위치한 영구임대주택 한 곳을 사례로 주민 14명과의 심층면접, 주민들과 환경에 대한 관찰, 그리고 주민자치조직 운영자들, 사회복지사, 관리사무소 직원 등과 면접을 통해 얻은 자료를 분석하였다. 자료에 대한 분석결과 참여자들은 두 가지를 경우를 통해 지역사회 및 주류사회와 정기적인 접촉을 하고 있었다. 하나는 생계를 영위하기 위한 일을 통해서이며 다른 하나는 지역사회의 종교기관 출석, 봉사활동, 그리고 주민자치조직을 통해 유대를 가지고 있었다. 그리고 영구임대주택의 주민들이 지역사회의 다른 구성원들과 유대를 형성하고 유지하기 위해서는 □ 사회에서 품어줌, □ 봉사로 되갚음, □ 인정받음, □ 같이 할 수 있음이라는 네 단계의 과정이 필요한 것으로 자료분석 결과 도출되었다. 사례지역의 영구임대주택 주민들은‘인정받음’이라는 세 번째의 단계까지는 도달할하였으나‘같이 할 수 있음’의 단계까지는 아직 이르지 못한 것으로 보였다. 네 번째 단계에 도달하기 위해서는 지역사회 전체 차원의 협조와 노력이 더욱 부가되어야 할 것으로 보였다.

영문 초록

The purpose of the research is to explore the realities of isolation of the urban poor living in the publicly rented housing in Seoul, by applying qualitative research methods on the data collected from the interviews with 14 residents, leaders of resident organizations, social workers, staff of the maintenance office, and observations of the housing and neighborhoods. After data analyses, the data showed that participants had kept in contact regularly with the neighborhood and the main society through two ways: 1) work for making a living, and participation in a variety of activities in the neighborhoods such as church attendance, volunteering, and resident organizations. The findings of the research also showed that for the residents to create and maintain the bond with neighbors in the community, four processes, including inclusion from the society, participation in activities, getting recognition, and being together, were needed to get through.
