베트남 평생교육 체제에 관한 연구

국문 초록

베트남은 우리나라에 잘 소개되어 있는 우방이지만 그 나라의 문화, 특히 교육에 관련해서는 거의 소개되지 못하고 있다. 이 나라는 특별한 고유문화와 함께 2천년 이상의 역사를 가진 나라로서, 그 지리적 위치의 특성과 자연자원의 우수성 등으로 인해 끊임없이 이어지는 외세의 침략에 시달려 왔고 20세기 중반 이후에 이르러서야 오랜 기간 동안의 전쟁을 마치고 독립적 통일 사회주의 정부를 수립하게 된다. 이 후 베트남은 국민들의 교육에 최우선으로 공을 들이며 학교교육체제를 확립하는데 온 힘을 기울여왔고, 사회주의 국가의 특성상 자연스럽게 이루어져 왔던 성인을 대상으로 한 국민 계속교육을 학교교육과 연계하여, 이른바 평생교육 체제를 확립하는데 총력을 기울여 왔다. 이 연구는 베트남 통일 정부 수립이후 교육 및 평생교육 체제의 확립이 어떤 과정을 거쳐 현재에 이르렀고, 지금에 이르러 학교교육을 포함한 평생교육 체제는 어떻게 구성되어 있는가를 밝히기 위하여 수행되었다. 이를 위하여 베트남의 문화 및 교육일반을 우선 고찰하였고, 학교교육을 포함하는 이 나라의 평생교육 체제를 분석하였다. 이를 수행하기 위한 연구 방법으로서 먼저 영문으로 출간된 베트남 정부의 공식 보고서를 활용하였고, 이 외의 교육 관련 문헌을 참고하였으며, 다음으로 문헌 부족의 한계성을 극복하기 위하여 교육 관련 인사들을 면접 조사하였다. 베트남의 평생교육체제는 베트남 혁명 및 통일의 주체적 지도자인 호찌밍 주석의 교시 및 마르크스-레닌주의의 입각하여 조직되었는데, 먼저 학교 중심의 제도교육으로서, 보육 및 유아교육 기관으로서의 유치원을 시작으로 하여 국민기초 보통교육기관으로서의 초등학교, 중등기초학교(중학교), 중등보통학교(고등학교) 및 고등교육으로서의 대학으로 연결되는 체계화된 학교교육 조직을 확립하고 있었다. 이와 아울러 사회주의 국가의 특성상 잘 조직된 성인 계속교육 체제를 바탕으로 한 평생교육 체제는 1986년 베트남 공산당 제6차 전당대회 이후 구체적으로 확립되기 시작한다. 그 구체적 실천주체는 각 지역의 ‘계속교육센터(Continuing Education Centers; CEC)’이며, 베트남 정부는 1986년의 ‘도이모이, 즉 개방 개혁 정책 이후 지금에 이르기까지‘만인을 위한 교육’ 및 평생학습사회 구현을 위해 노력하고 있다.

영문 초록

Education has always been one of the top priorities of the Vietnam-government’s policies. Maintaining a lifelong education policy is the key to success for Vietnam in the nowadays knowledge-economy era. Lifelong education including schooling in Vietnam has been developed for more than 50 years and achieved many considerable accomplishments. However, there are few complete researches on this area up to now, especially on historical development of the government policies. Therefore, a study on the system of lifelong education is significant to the Vietnam and Korea in general. The specific objectives of this research are to review the culture and education generally in Vietnam, to review and analyze the present system of lifelong education including formal schooling in Vietnam, and to find the requirements for Vietnamese policy makers in long-term strategy of lifelong education in a changing world today. In order to review and analyze the Vietnamese system of lifelong education, government’s documents are mainly gathered and selected for next step of research and interview with persons who involved in lifelong education, government officials, teachers, socialists, political researchers and so on. Some important findings of Vietnamese lifelong education are developing lifelong education and moving forward the building of learning society are put on top national agenda. A learning society will meet the increasing demand on education and also presents a solution to call upon all countries to build their own learning society based on the spirit of Education for All and Lifelong Education. In brief, to make Vietnam become a learning society, they have to develop formal educational system for learners’ demand in one hand. In the other hand, it’s vital to speed up non-formal education to help bring opportunities to and improve educational levels for those who have been reflected from learning opportunities and for those who have the desire to access education.
