국문 초록

이 연구는 농산물 이력추적제의 이용 활성화 및 확산․보급을 위하여 현장교육을 담당하고 있는 농업기술센터 교육담당자와 소장 그리고 교육 수요자인 농업인 등을 대상으로 현행 교육실태를 중점 분석하여 향후 농산물 이력추적제의 성공적인 정착을 유도하기 위한 교육의 개선방안을 도출하고자 수행되었다. 농업기술센터의 소장 42명, 교육담당자 43명과 농업인 165명을 대상으로 설문조사를 실시하였으며, 측정도구는 실태 분석 중심의 문항을 구성하여 필요한 경우 내용타당도와 신뢰도를 검증하였다. 사용된 통계방법은 빈도, 퍼센트, 평균, 표준편차와 같은 기술통계치와 조사대상자 그룹간의 차이검증을 위해 t-test, ANOVA 등을 수행하였다. 주요 연구결과는 다음과 같다. 첫째, 농산물 이력추적제의 현장교육에 있어서 소장이나 교육담당자가 가장 어렵게 느끼는 것은 교육준비 시간부족과 이력추적제에 대한 홍보의 어려움, 담당 전문인력의 부족 등이었다. 둘째, 농산물 이력추적제에 대한 인지도는 농업인들이 소장이나 교육담당자에 비해 덜 인지하고 있는 것으로 나타났다. 셋째, 현행 농산물 이력추적제 교육실태에 대한 만족도는 농업기술센터 교육담당자와 소장 간에 차이가 있었으나, 세 그룹 모두 2점대의 낮은 만족도를 표시하고 있었다. 넷째, 농산물 이력추적제 시행을 위한 교육의 도움도와 필요도는 비교적 높은 점수를 나타냈으며, 소장이 농업인보다 더 높게 인식하고 있었다. 농업인들의 이력추적제 교육에 대한 참여의향도는 매우 높게 나타났다. 다섯째, 이력추적제의 세부 교육내용별 중요도에서는 이력추적제 우수 농가 및 노하우 소개, 이력추적제의 비전 제시 등의 항목에서 높은 점수를 나타내었다. 마지막으로 이력추적제 교육의 방법적인 측면에서 이론+실기로 이원화하여 농촌진흥청이나 기술센터에서 역할 분담으로 수행하거나, 작목이나 품목별로 분리하여 실시하는 것 등을 바람직하게 생각하는 것으로 분석되었다.

영문 초록

The purposes of the study were to identify the current situation of agricultural traceability education from farmers, extension educators and directors of agricultural technology centers and to present implications for on-site education and consulting method which bring out early adoption and successful diffusion of agricultural traceability system in local areas. Relating to the purposes, the researchers implemented mail survey and 165 farmers, 43 extension educators and 42 directors in agricultural technology centers participated in the study. The instrument was developed by the researchers based on the purposes of the study. There were three different versions of questionnaires for each group. Based on the findings and statistical results of the study, the following conclusions are made. First, it was revealed both extension educators and directors considered lack of time and advertising traceability as barriers in terms of traceability education. Second, it was revealed farmers recognized less about traceability systems compared to extension educators and directors in agricultural technology centers. Third, there was a statistical difference between extension educators and directors towards overall satisfaction of traceability education in local area. Fourth, the participants appraised the contents of education about traceability system at importance. Specially, they valued know-how and practice of advanced farmers adopting traceability system and vision and futuristic expansion at significance. Lastly, in terms of educational method, provincial extension office and agricultural technology center should take each role according to its own infrastructure and mission. Furthermore, offline education has to go side by side with online education and education has to be offered in line with farmers’ agricultural products.
