국내 인적자원개발 관련 법률의 내용분석과 발전적 논의

국문 초록

이 연구는 국내 인적자원개발 관련 법률의 내용분석과 발전적 논의를 위해 수행되었다. 법률 내용분석 틀은 개인개발, 경력개발, 조직개발, 수행관리의 4영역으로 설정하고 각 세부 실천행위를 구분하였다. 분석 대상 법률은 교육, 훈련, 경력, 조직, 수행을 키워드로 하는 조문 12,123건 중 인적자원개발과 관련이 있다고 판단되는 국내 법률 121건의 조문을 최종 분석대상에 사용되었으며. 주요 연구결과는 다음과 같다. 첫째, 국내 관련 법률은 인적자원개발 영역별로 개인개발(교육 및 훈련), 수행관리, 조직개발, 경력개발 순으로 인적자원개발 법률이 제정되어 있다. 둘째, 개인개발 관련 법률은 역량개발, 직무기술교육, 교육과정 개발 및 운영, 개인개발 일반적 차원 순으로 실천행위의 근거법률이 확인되었다. 셋째, 경력개발 관련 법률은 경력개발 일반적 차원, 구성원 경력개발의 실천행위의 근거가 되는 법률이 확인되었다. 넷째, 조직개발 관련 법률은 학습조직, 경영혁신 활동지원, 조직활성화의 실천행위의 근거가 되는 법률이 확인되었다. 다섯째, 수행관리 관련법률은 교육과정의 효과 평가, 수행개선 활동의 실천행위의 근거가 되는 법률이 확인되었다.

영문 초록

The purpose of this study was to analyze the content of Korean law of Human Resource Development. The frame of content analysis is consists of 4 areas, personal development, organizational development, career development and performance management and every area has its subarea to dissect the each provision. The population for this study was the provisions which were searched by keyword of education, training, career, organization and performance. A 12,123 provisions were searched, only 121 provisions were evaluated applicable for the content analysis as the legal basis of Human Resource Development. The major findings of this study were as follows: First, human resource development legal basis can be strongly found in the area of organizational development, personal development, performance development and career development. In the subject of ministry, the legal basis can be strongly found on the Ministry of security and public administration, employment and labor, law, oceans and fisheries and education. Second, the legal basis of personal development was about competency development, work skill training, training design & implementation and general personal training. Third, the legal basis of career development was about general career development and members’ career development. Forth, the legal basis of organizational development was about community of practice, support of managerial evolution, organizational revitalization. Fifth, the legal basis of performance management was about training effectiveness evaluation, performance improvement.
