기능장 자격 취득자의 취득 경로 분석

국문 초록

이 연구의 목적은 기능장 자격증 취득자의 취득 경로를 분석하는 데 있었으며, 기능장 취득자의 취득시기, 취득시 하위자격 소지 여부, 이전 자격 취득 후 기능장 취득까지 소요기간을 분석하였다. 이 연구의 대상은 2018년 8월까지 기능장 취득자 45,855명이었으며, 자료 수집은 한국산업인력공단 자격통계시스템에서 보유하고 있는 기능장 데이터를 활용하였다. 자료 분석은 SPSS 20.0 프로그램을 활용하여 기술통계분석을 실시하였다. 또한 분석 결과에 대한 추가적인 확인을 위해 FGI를 실시하였다. 이 연구의 주요 결과는 다음과 같다. 첫째, 기능장 취득 연력은 평균 39.6세였다. 고졸자 기준 현장경력 20년, 대졸자 기준 약 25년 경력 수준이며, 과장급 또는 그 이상의 위치로 볼 수 있다. 둘째, 기능장을 취득하기까지 경로를 보면 기능사, 산업기사 취득 후 기능장을 취득하는 비율이 가장 높았다. 셋째, 하위 자격 취득 후 기능장 자격 취득까지 소요 기간을 보면 기능사 취득 후 15.6년, 산업기사 취득후 10년, 기사 취득 후 7.7년이 소요되는 것으로 나타났다. 이 연구를 통한 제언으로는 기능장 소지자를 대상으로 하는 조사, 기능장 자격의 효용성 평가, 유사제도를 활용한 추가적인 경력개발경로 마련, 기능장 자격의 우대 방안 마련, 기능장 검정방법의 개선을 제시하였다.

영문 초록

The purpose of this study was to analyze qualification pathway of the master craftsman. For the purpose, we analyzed when the holder acquired the qualification, whether or not they possessed sub-qualifications at the time of acquisition, and the time period to acquire the master craftsman after obtaining the previous sub-qualification. The subjects of this study were 45,855 who acquired the qualification until August 2018. The data were collected from the Qualification Statistic System held by the HRD Korea. Data analysis was performed using SPSS 20.0 program. We also conducted FGI for further information of the quantitative results. The results of this study were as follows: First, the average acquisition age was 39.6 years. it meant 20 years of field experience after high school graduation, and 25 years field experience after college graduation. Second, the rate of acquiring the master craftsman after obtaining technician and technical engineer qualifications was highest. Third, it took 15.6 years after the acquisition of the technician, 10 years after the acquisition of the technical engineer, and 7.7 years after the acquisition of the engineer. Some recommendations for future research were suggested as follows: First, it would be necessary to study on characteristics of the master craftsman holder. Second, evaluation on the effectiveness of the qualification would be needed. Third, it would be needed to establish an additional career development path using similar qualifications. Finally we discussed the affirmative plan for master craftsman and the need of improving of the qualification examination
