자원봉사 활성화를 위한 광역시·도 자원봉사센터의 발전방향 연구

국문 초록

본 연구는 우리나라 자원봉사 활성화를 위한 방안으로 광역자원봉사센터의 현황을 실증적으로 탐색하고 향후 개선 가능한 발전 방향을 모색한 것이다. 이를 위해 경기도 내 1개 광역자원봉사센터와 31개 기초자원봉사센터 종사자를 대상으로 설문조사와 집단심층면접조사(이하, FGI)를 병행하였다. 설문조사는 126명의 자료를 수집하여 기술통계 및 빈도분석을, FGI에서는 6개 그룹(20명)을 대상으로 내용분석을 실시하였다. 종합적인 분석 결과 경기도자원봉사센터의 운영전반에 있어 자율성 부족과 지역 내 자원봉사 플랫폼 역할 미흡이나 기초자원봉사센터에 대한 지원 부족 그리고 대국민 홍보 부족 문제 등이 도출되었다. 이를 바탕으로 본 연구는 광역자원봉사센터와 기초자원봉사센터 간 소통시스템 확대와 대규모 외부협력사업 유치, 전문 기획·연구 인력 충원, 직원 및 자원봉사자 대상 교육 개선, 조직개편, 매스미디어 홍보 등의 기능강화를 위한 실천적이며 정책적인 대안들을 제시하였다.

영문 초록

In the following research the Korea’s Metropolitan Volunteer Center was empirically explored in an effort to investigate Korea’s volunteer work and find methods to best develop and support the field. The research targets were employees from 1 Metropolitan Center and 31 Basic Volunteer Centers in Gyeonggi-Province. For the research survey and focus group interview-survey (et seq. FGI) were combined. The survey collected data from 126 participants which was used for technical statistics and frequency analysis. The FGI for content analysis was conducted by six groups consisting of 20 participants. As the result of comprehensive analysis, a few problems became apparent: the lack of autonomy as a Metropolitan Center, the lack of role as a local volunteer platform, the lack of expertise as a professional institution, the lack of support to Basic Volunteer Center and the problem of lack of publicity activities. Based on these results, this study gives the practical and policy-oriented alternatives that strengthen the function of the Metropolitan Volunteer Center, such as expanding communication system between Metropolitan Volunteer Center and Basic Volunteer Center, attracting large-scale external cooperation projects, recruiting more professional researchers, improving education for volunteer center staffs and volunteers, reorganization of Metropolitan Volunteer Center and promoting volunteer work using mass media.
