국문 초록

본 연구의 목적은 4차 산업혁명 시대 숙의를 통한 통합적 지역인적자원개발 가능성을 제시하는 것이다. 이를 위하여 문헌 연구를 통해 인적자원개발의 두 영역인 사회적 자본과 인적 자본의 관계를 살펴보고, 숙의의 개념과 특징을 정립한 후, 사회적 자본 및 인적 자본과 숙의와의 관계를 고찰하였다. 숙의란 서로 다른 견해를 가진 사람들이 상호 소통과 성찰을 통해 균형 잡힌 의사결정을 하는 것으로 ‘다양한 구성원의 참여’, ‘자유롭고 평등한 의견교환’, ‘상호경청과 이해’, ‘합리적 성찰’, ‘종합적이고 균형 잡힌 통찰’, ‘기존 견해의 변화’, ‘합의 혹은 더 나은 의사결정’, ‘지속적 대화’의 요소로 이뤄진 활동이다. 숙의는 사회적 자본 형성을 촉진하고 미래지향적 인적 자본 개발하는 공통 기제로 볼 수 있으며, 사회적 자본과 인적 자본을 매개한다. 본 연구는 기존 인적자원개발에서 등한시 되었던 사회적 자본의 적극적 개발과 미래지향적인 인적자본 개발의 방향을 제시함으로써 지속가능한 지역인적자원개발 방향을 정립하는데 의의가 있다.

영문 초록

The purpose of this study is to suggest the possibilities of integrated regional human resource development through deliberation activity in the age of 4th industrial revolution. First, we reviewed the relationship between social capital and human capital, which are two areas of human resource development, and the concept and characteristics of deliberation. Second, we reviewed the role of deliberation on regional human resources development. As a result, deliberation can be defined as the activity that ‘people with different opinions make balanced decisions through mutual communication and reflection’. It consists of ‘participation of various members’, ‘free and equal exchange of opinions’, ‘mutual listening and understanding’, ‘rational reflection’, ‘comprehensive and balanced insight’, ‘change of the previous view’, and ‘continuous dialogue’. Deliberation can be seen as a common mechanism for promoting social capital formation and future-oriented human capital development and as a mediation between social capital and human capital. This study has significance in terms of establishing sustainable regional human resources development direction by positively developing social capital which was neglected in existing human resources development and suggesting the future direction of human capital development.
