교육혁신정책의 형성 및 집행 과정 분석: 경기도교육청의 사례를 중심으로

국문 초록

이 연구는 교육혁신을 목표로 한 정책의 착근성과 지속가능성을 제고하기 위한 방안을 제안하기 위한 것이다. 이를 위해 이 연구는 선행연구와 이론을 검토하여 민주성 및 학습과 성찰이라는 준거를 설정하여 경기도교육청 혁신교육 정책의 형성과 집행 과정을 성찰적으로 검토하였다. 경기도교육청 혁신교육 정책의 입안과 집행 과정에 관여했던 인사들과의 면담을 통해서 확인한 정책 과정의 특징은 다음과 같다. 먼저 경기도교육청은 정책선도집단이 운동을 제도화하는 방식으로 정책을 형성함으로써 일정 정도의 민주성을 확보할 수 있었다. 그러나 이 과정에서 일부 정책은 현장의 동의나 지지를 정책선도집단의 신념과 가치가 압도하는 방식으로 진행되기도 했다. 다음으로 경기도교육청의 주요 정책은 충분한 학습과 성찰의 기회가 주어지지 않은 채로 집행되고 있었다. 일부 정책은 이데올로기 대결과 같은 외부 상황에 따라 학습과 성찰의 기회가 주어지기도 했다. 그러나 이런 과정을 거치지 않은 정책은 학습과 성찰의 기회 없이 가시적인 성과를 내기 위한 사업 단위로 분절되어 집행되고 있었다. 그리고 이와 같은 과정에서 단위학교는 사업의 대상으로 인식되었으며, 정책 전반이 소졸화하는 문제가 나타나고 있었다. 이 연구에서는 이와 같은 결과를 바탕으로 민주성 및 학습과 성찰의 가치를 중심으로 정책의 형성과 집행 과정을 재구조화할 필요가 있다고 제언하였다.

영문 초록

The purpose of this study is to improve the embeddedness and sustainability of educational innovation. To do this, this study investigated the policy process of Gyeonggido Office of Education(GOE) by the criteria of democracy and learning and reflection. The characteristics of GOE policy process are identified through the interview with the personnels involved in the main policies of GOE. First, GOE was able to secure partial democracy by forming policies in a way that policy-led groups institutionalized the movement. However, in the process, some policies were carried out in such a way that the conviction of the policy leading group overwhelmed the consent or support of the field. Next, GOE s main policies were implemented without sufficient learning and reflection opportunities. Some policies have provided opportunities for learning and reflection depending on external circumstances such as ideological confrontations. However, policies without these confrontations were not only fragmented into projects but also didn’t have opportunities for learning and reflection. In this process, the school was recognized as the object of the project, and the objects of main policices come to be trivialized. Based on these findings, this study suggests that it is necessary to restructure the process of policy formation and enforcement focusing on the values of democracy, learning and reflection.
