특목고･자사고 지원 계획이 초등학생 사교육비 지출에 미치는 영향

국문 초록

이 연구에서는 한국교육개발원의 2014년 초등학교 실태조사 자료를 이용하여 특목고(외고, 과학고, 국제고)･자사고 지원 계획이 사교육비 지출에 미치는 영향을 분석하였다. 먼저 기초현황분석결과 2011년도 초등학교 실태조사 때보다 특목고･자사고 지원 계획을 가진 학생의 비율이 33.7%에서 36.5%로 증가한 것으로 나타나고 있다. 그리고 특목고･자사고 진학준비 결정이후 사교육비가 증가하였다는 응답은 26.9%, 감소하였다는 응답은 6.8%로 나타나고 있어서 특목고와 자사고 입시준비로 인해 초등학교 단계에서부터 관련 입시사교육비가 증가되는 것을 알 수 있다. 특히 초등학교 6학년 단계에서 과반수 이상의 학부모들이 수상실적 등 대회정보 수집 및 참여주선 및 자기소개서, 독서활동이력 등 포트폴리오 작성에 도움을 준다고 응답하고 있어서, 교육내적인 요인보다는 외재적인 요인, 즉 특목고･자사고 입학준비를 위한 비교과활동이 상당히 이루어지고 있는 것으로 조사되고 있다. 그리고 헤크만 2단계 분석, 토빗모형, 경향점수매칭 분석결과, 특목고･자사고 지원 계획을 가진 경우 사교육비 지출이 16.4%~17.3% 정도 증가하는 것으로 나타나고 있었다. 특목고･자사고 입학전형이 자기주도학습전형으로 2011년도 실시된 이후에도 여전히 초등학교 단게에서부터 고교입시 사교육에 대한 수요는 지속적으로 유지되고 있는 것으로 분석되고 있다.

영문 초록

This article investigates the effect of elementary school students plan to enter special-purposed/independent private high schools on their demand for private tutoring expenditure using 2014 Study on the Qualitative Level and Actual Condition of Elementary School administered by Korean Educational Development Institute. First, we found that proportion of students planning to apply for special-purposed/ independent private high schools is 36.5%, which is a growth from 33.7% in 2011. Second, students who increase spending on private education after deciding to apply for special-purposed/independent private high schools accounted for 26.9% while students who decrease spending on private education accounted for only 6.8%. This shows that, at the elementary school level, students spend on private education in order to apply for special-purposed/independent private high schools. Third, more than a half of sixth grade parents who plan to send their children to special-purposed/independent private high schools answered that they are collecting information about competition and supporting their children participating in it, and that they are helping their children write personal statement and reading portfolio. It means that various types of extracurricular activities are done to apply for special-purposed/independent private high schools. Applying Heckman two-stage model, Tobit model and propensity score matching to dataset, we found that those who plan to apply for special-purposed/independent private high schools spend on private education from 16.1% to 17.2% greater than those who don’t. Although special-purposed/independent private high schools accepted a certain proportion of students using self-directed learning as an evaluation element since 2011, demands for private education to apply for special-purposed/independent private high schools have been sustained.
