국내 사회복지기관 사이트의 웹 접근성 평가

국문 초록

일반적으로 장애인, 고령자 등을 포함한 어떠한 사용자라도 웹 사이트에서 제공하는 정보에 일반인과 동등하게 접근하고 이용할 수 있도록 하는 웹 사이트 접근 환경 및 수준을 웹 접근성이라고 한다. 장애인 등 취약계층에 대한 웹 접근성이 확보되지 않으면, 정보화 사회가 고도화 될수록 정보격차는 큰 폭으로 확대되어 심각한 사회문제로 대두될 수 있다. 이에 따라 「장애인차별금지 및 권리 구제 등에 관한 법률」은 2009년 4월부터 사회복지기관에 대하여 의무적으로 웹 사이트에 관한 접근성을 확보해 나아가도록 권고해 오고 있다. 본 연구에서는 한국정보화진흥원에서 개발한 K-WAH 3.0 프로그램을 통하여 2010년 12월 27일부터 2011년 1월 12일까지 강남구·부산시·전라북도 총224개의 사회복지기관을 조사대상으로 선정하여, 이 기관들에 대한 웹 사이트 접근성을 평가하였다. 그 결과 대체텍스트 제공 항목에 대한 준수율이 25.62%로 가장 낮은 가운데 프레임의 사용 제한 항목도 46.63%로 비교적 낮은 것으로 조사되었다. 향후 국내 사회복지기관 웹 사이트의 접근성 개선을 위하여 첫째, 화면을 볼 수 없는 시각장애인이 이미지를 소리정보로 변환하여 들을 수 있도록 이미지 파일에 대체텍스트를 제공해 주어야 하며, 둘째, 사회복지기관의 전반적인 웹 접근성에 대한 인식 개선이 이루어져야 하고, 마지막으로 사회복지기관에서 매년마다 실시되어지는 기관평가에 웹 접근성에 관한 항목을 추가함으로서 전반적인 웹 접근성 수준을 지속적으로 향상시켜 나아가야 할 것으로 판단되어진다.

영문 초록

The purpose of this study is to evaluate web accessibility of social welfare institutions in South Korea. Web accessibility refers to the inclusive practice of making web sites usable by people of all abilities and disabilities. When sites are correctly designed, developed and edited, all users can have equal access to information and functionality. From December 27, 2010 to January 12, 2011, researchers assessed internet web sites of 224 social welfare institutions in South Korea, specially Kangnam district, Busan city, and Jeollabukdo province by using K-WAH 3.0 program which was developed and have been used for evaluation of compliance with the requirements of the KWCAG 1.0 of National Information Society Agency. Since web sites of these institutions have the purpose of providing proper social welfare service information and resources, it is necessary to appraise whether these sites provide convenient interfaces with proper accessibility to people with disabilities and old people who are considered having difficulties in using internet. As a result, the K-WAH 3.0 program evaluated web sites, whether these sites provide text alternatives for non-text content. The compliance rate was only 25.62%. In order to improve web accessibility of social welfare institutions, primarily the web sites should provide short text alternative for non-text content that serves the same purpose and presents the same information as the non-text content using a short text alternative technique. Also, web site developers and web contents providers should improve the recognition with regard to web accessibility. Finally, social welfare institutions and government must develop an appraisal system in connection with web sites.
