국문 초록

본 연구는 우리나라 기초자체단체의 직업재활시설 예산의 특성을 파악하고, 이를 결정하는 요인을 실증적으로 규명하기 위한 목적으로 실시되었다. 이를 위해 전국의 직업재활시설이 설치된 158개 기초자치단체의 2011년도 예산자료를 분석대상으로 선정하여, 직업재활시설 예산비율과 직업재활시설 예산수준 두 영역의 영향요인을 회귀분석을 이용하여 분석하였다. 분석결과 직업재활시설 예산에 영향을 미치는 요인은 점증적 요인의 전년도 직업재활시설 예산 비율, 복지수요 요인의 직업재활시설 수, 사회․경제적 요인의 인구규모였다. 직업재활시설 예산 수준을 결정하는 요인은 재정적 요인의 재정자립도, 사회․경제적 요인의 소득수준과 인구규모, 복지수요 요인의 기초생활수급자비율, 직업재활시설 수, 점증적 요인의 전년도 직업재활시설 예산비율 등으로 직업재활시설 예산 비율 결정요인 보다 다양한 변수로 결정되었다. 이러한 결과를 바탕으로 중앙정부는 직업재활시설에 대한 효율성과 가치의 재평가에 의한 예산 반영과 더불어 다양한 요인들의 특성을 고려한 예산 지원 방안의 필요성을 제언하였다.

영문 초록

This study was conducted with a view to identifying the characteristics of the budget in the vocational rehabilitation facilities of the nation s local governments and examining the determinants of the budget empirically. To this end, it selected the 2011 budget data about 158 local governments, where vocational rehabilitation facilities are established across the nation. The analysis on the influential factors in two areas: the budget rates of the vocational rehabilitation facilities and the budget levels of the vocational rehabilitation facilities was conducted by using the regression analysis. The analysis results demonstrated that the factors which would have an effect on the budget of the vocational rehabilitation facilities are the budget rates of the previous year in vocational rehabilitation facilities in terms of the incremental factor, the number of vocational rehabilitation facilities in terms of the factor of welfare demand, and the population size in terms of the socioeconomic factor. The determinants of the budget levels in vocational rehabilitation center include the financial independence in terms of the financial factor, income level and population size in terms of socioeconomic factor, the rates of the Basic Livelihood recipients and the number of vocational rehabilitation facilities in terms of the welfare demand, and the budget rates of the previous year in rehabilitation facilities in terms of the incremental factor, which are more various variables than the determinants of the budget rates in vocational rehabilitation facilities. Based on these study results, the central government can suggest the need for the budget support measures in consideration of the characteristics of various factors as well as the budget reflection through the reassessment of efficiency and value of the vocational rehabilitation facilities.
