장애근로자의 보조공학기기 사용 실태에 관한 연구

국문 초록

본 연구는 장애근로자의 보조공학기기 사용 실태를 조사 및 분석하여 향후 보조공학기기 지원 서비스 및 제도 개선 방향을 제시하기 위해 수행되었다. 2009년 1월 1일부터 2012년 12월 31일까지 한국장애인고용공단에서 보조공학기기를 지원받은 근로 장애인 635명을 대상으로 설문조사를 실시하여 분석한 결과는 다음과 같다. 장애근로자의 보조공학기기 사용률은 83.6 %이며, 1일 평균 6.08시간, 1주일 평균 5.14일을 사용하는 것으로 나타났다. 대상자들은 보조공학기기를 필요 대비 많이 사용 하고 있으나 지원 신청 시의 기대와 비교할 때 예상보다 적게 사용하고 있었으며, 직종과 상시 근로자수에 따라서 사용 정도에 차이가 있는 것을 알 수 있었다. 또한 보조공학기기를 비사용하는 주요 이유는 보조공학기기가 필요 없거나 사용이 불편하기 때문이며, 비사용 시작 시기는 대부분 지원 후 1달 이내인 것으로 나타났다. 따라서, 향후 장애근로자들이 보조공학기기를 효과적으로 사용하도록 하기 위해서는 초기 지원 시, 사용자에게 정확하고 다양한 정보를 제공해야 하며, 보다 면밀하고 전문적인 상담 및 평가 서비스를 통해 개인별로 적합한 보조공학기기를 지원받을 수 있도록 해야 할 것이다. 또한 지원 후, 보조공학기기의 상태와 사용자의 상황을 지속적으로 모니터링 하여 보조공학기기 수리, 재평가 및 기기 교체 등의 사후 서비스가 추가로 이루어져야 할 것이다.

영문 초록

This study was conducted to propose a direction for the improvement of the assistive technology device support service and system for the future by investigating and analyzing the current use of assistive technology devices by employees with disabilities. From January 1, 2009 to December 31, 2012 the study conducted a survey aimed at 635 employees with disabilities who were supported with assistive technology devices by the Korea Employment Agency for the Disabled. The analyzed results are as follows. The use rate of assistive engineering devices by employees with disabilities was 83.6%. It was discovered that on average they used those devices for 6.08 hours a day for 5.14 days a week. Although the subjects used many more assistive engineering devices compared with their needs, in comparison with their expectations during application for support, they used fewer devices than expected. Also it was found that there was a difference in the degree of use according to occupation type and the number of full-time employees. Also the main reason they did not use assistive technology devices was that they did not need assistive technology devices or felt uncomfortable in their use. Regarding the starting period of non-use, it was mostly within one month after support. Consequently, in order for employees with disabilities to use effectively assistive technology devices in the future, it is necessary to offer accurate and diverse types of information to users during early support. Also it is necessary to enable them to be supported with appropriate assistive technology devices for each individual through a more thorough and professional counseling and assessment service. Also there is a need for additional warranty services such as the repair and re-assessment of assistive technology devices and the change of devices through consistent monitoring of the conditions of assistive technology devices and use situations after support.
