교육책무성평가 정책이 초·중학생의 학업성취도에 미치는 효과에 관한 메타분석

국문 초록

본 연구에서는 초·중학교에 한정하여 교육책무성평가 정책이 학업성취도에 미치는 효과가 어느 정도인지를 메타분석 하는 데 목적을 두고 있다. 2000년부터 2015년까지 세계적으로 발표된 석·박사 학위논문 및 학술지에 발표된 논문, 연구보고서 등을 분석대상으로 하였으며, 구글 스칼라(Google Scholar), 서울대 중앙도서관, 미국 education resources information center 등의 온라인 검색 DB를 활용하여 분석대상 논문을 검색하였다. 1차 검색된 2,109편의 논문에서 마지막 분석대상 논문은 20편으로 선정되었다. 선정된 논문들은 Excel 2010을 통해서 자료 분석 준거에 따라 코딩되었고 코딩된 자료는 CMA Version 2.0을 활용하여 분석하였다. 연구의 결론을 요약하면 다음과 같다. 첫째, 교육책무성평가 정책이 학업성취도에 미치는 전체 평균효과크기는 작지만 긍정적 관계를 가지고 있다. 20세기 말부터 이제까지 교육책무성평가 정책이 학업성취도에 미치는 영향은 점차 작아지고 있다. 둘째, 교육책무성평가 정책의 시기에 따라 학업성취도에 미치는 영향을 다르다. 2000년 이전에 주 단위로 실시한 교육책무성평가 정책이 학업성취도에 미치는 영향에서 Carnoy & Loeb s 책무성정책 지수가 63%, 주 교육책무성평가 정책이 26, Amrein & Berliner s 책무성정책 지수가 21%의 영향을 미쳤다. 2000년에 실시한 NCLB 정책이 학업성취도에 미치는 영향은 유의하지 않다.

영문 초록

The purpose of this study was to investigate the relationship between education responsibility evaluation policy and educational performance policy in order to improve the academic achievement of elementary and junior high school student s achievement. Various data collection databases were used to collect and analyze graduates and dissertations, journals, and research reports that have been published globally for the past 15 years from 2000 to 2015. Education accountability evaluation policy variables and control variables. The number of articles selected is 20, and the number of effect size cases is 157. In conclusion, we obtained the following results as: First, the overall average effect size of education accountability evaluation policy on academic achievement was 0.193, which was a small positive relation. From the end of the 20th century, the impact of education accountability evaluation policies on academic achievement has been decreasing. Second, the effect of education accountability evaluation policy on academic achievement varies with time is not significant. The effect of the state-wide out-of-school education accountability evaluation policy on educational achievement of 2000 years ago was 0.629 for Carnoy & Loeb s Accountability Policy Index, 0.256 for State Accountability Policy, and 0.212 for Amrein & Berliner s Accountability Policy Index. The impact of the 2000 NCLB measure on academic achievement is not significant.
