학습 어려움, 어떻게 이해하고 대처할 것인가?: 국내 학습장애 교육 발전을 위한 과제와 방향

국문 초록

학습장애나 학습부진 등 학습에 어려움을 지닌 학생들을 위한 지원 분야는 학습장애학생의 정확한 규모 파악의 어려움, 효과적인 지도방법에 관한 안내와 지침 부족, 학습장애 진단과 판별의 어려움, 학습장애로의 진단과 판별 회피, 학습장애 교육의 책무성 회피 등의 문제를 보이고 있다. 이러한 상황에서 학습에 어려움을 가진 학생을 위한 지원은 효과가 검증된 지도방법이나 프로그램을 전문성을 갖춘 인력이 개인별 맞춤형으로, 전문적으로, 강도 높게, 그리고 지속적으로 투입하는 것이 가장 중요하다. 이러한 지원이 실제로 가능하려면 조기부터 학습 어려움의 구체적인 양상과 정도를 정밀하게 진단해내어야 한다. 학교 내 지원 체제 측면에서는 학습지원팀 중심의 지원 체제와 핀란드형 3단계 학습지원 모델을 검토해볼 필요가 있다. 학습지원 전문인력은 현직 교사와 외부 인력으로 구성하되, 학습지원 전담교사(현직 교사), 학습지원 보조원(외부 인력)으로 구성하는 방안을 모색해야 한다. 이들의 전문성 향상을 위해서는 중․장기 실습을 겸한 연수를 제공해야 한다. 이 밖에, 효과적인 중재 프로그램 개발과 보급 방안, 관련 제도와 규정 정비 방안, 학습장애 정의와 진단 및 판별을 위한 기준과 절차의 개선 방안 등이 제시되었다.

영문 초록

For the students with learning difficulties such as learning disabilities or low achievement, difficulties in grasping the exact scale of those students, lack of guidance and guidelines on effective instructional methods, difficulties in diagnosing and distinguishing learning disabilities, and avoidance of the learning disability label and accountability of education. Under this situation, it is most important that the support for the student with learning difficulties is to put in a customized, professional, intensive, and continuous manner with proven intervention methods. In order for this support to be practical, it is necessary to diagnose precisely the specific aspects and degrees of learning difficulties from an early stage. In terms of the support system within the school, it is necessary to adopt the learning support team system and the Finnish type 3-step learning support model. Learning support specialists should be composed of in-service teachers and external personnel. To enhance their professionalism, it is necessary to provide training that combines mid- to long-term practical training. In addition, the ways for developing and disseminating effective intervention programs, revising related systems and regulations, revising definition and criteria and procedures of diagnosis of learning disabilities were discussed.
