학습자 조사에 기초한 평생학습도시의 발전과제

국문 초록

세계화, 정보화, 지식기반 사회의 도래로 인하여 단위 지역을 중심으로 지역주민의 학습기회 증진을 통한 지역주민의 능력 신장과 이를 통한 지역혁신을 추구하는 사업이 전 세계적으로 활발히 추진되고 있다 . 평생학습도시 사업은 이 같은 지역단위 활성화 사업의 대표적 사업이다. 평생학습도시 사업은 사업이 추진되는 지역의 맥락에 따라 각기 상이한 목적과 방식으로 추진되고 있다. 우리나라에서도 2001년부터 교육인적자원부의 평생학습도시 사업을 추진하여 2007년 현재 전국적으로 57개의 평생학습도시가 선정되었다. 현 시점에서 평생학습도시의 평생교육 프로그램을 수강하고 있는 학습자들이 평생학습도시 사업에 대하여 어떻게 인식하고 있고, 무엇을 요구하고 있는가를 분석하는 것은 향후 평생학습도시 사업의 정책 방향과 사업내용을 제언하는데 있어서 중요하다. 본 연구는 2004년까지 선정된 19개의 평생학습도시의 학습자들을 대상으로 평생학습도시 사업에 대한 조사를 실시하여 그 결과에 기초하여 향후 추진 방향을 논하고자 하였다. 연구 결과 평생학습도시 사업은 주민의 학습기회 증진, 삶의 질 향상, 공동체 의식 제고, 지역인적자원 개발에 기여하고 있는 것으로 나타났다. 또한, 지역 평생학습 활성화의 과제로 평생교육 프로그램 개발, 주부에 대한 평생학습 기회 증진 등에 대한 요구가 높은 것으로 나타났다. 향후 평생학습도시 조성 사업이 내실 있게 추진되기 위해서는 이 같은 지역주민의 구체적인 요구에 기초하여 직업능력 개발, 지역공동체 형성, 각 지역의 특성에 맞는 평생학습도시 특성화 전략을 입안하고 추진하여야 한다.

영문 초록

The Lifelong Learning City Project whose aim is to encourage regional innovation and development was initially launched by the Kwang- Myoung city and has been expanded to other local cities by the Ministry of Education & HRD. As of in 2006, there are 57 Lifelong Learning Cities which are providing its citizens with various lifelong learning programs. Whereas it has been said that this project has contributed to the increase of citizens learning abilities, expansion of opportunities for lifelong learning, and the funding for lifelong learning, there has been no systematic analysis on what kind of factors have affected the performances of each project. In this context, this research aims to discuss Strategies for the Development of Lifelong Learning City. For this purpose, the surveys learners enrolled in these institutions were conducted. A survey of students engaged in learning programs in lifelong learning cities showed that while the students were enjoying more educational opportunities and developing a stronger sense of community, they were not satisfied with the slow progress of the local economy and human resources. According to the survey, the development and operation of education programs were regarded as the most critical requirement for the promotion of lifelong learning, followed by the expansion of educational opportunities and the improvement of public recognition of the importance of lifelong learning. In terms of types of education programs, liberal education was most in demand, followed by leisure education and vocational education and training. This finding suggests that lifelong education centers, libraries, resident self-governing centers should be used as primary lifelong learning facilities. In conclusion, this study highlights the need to place more emphasis on the promotion of the lifelong learning city project in line with other related government projects, the improvement of related laws and systems, the improvement of related human resources management and the facilitation of lifelong learning campaigns by smaller local administrative units such as eup, myeon, and dong. The study also suggests that the lifelong learning city project should encourage an active participation of residents in lifelong learning. This participation could be the basis for regional innovation through the creation of communities, the integration of neighboring societies, the stimulation of the local economy, and the development of human resources.
