대학 등록금 책정 과정의 갈등 해소를 위한 개선방안 연구

국문 초록

본 연구는 등록금과 관련된 제반 쟁점 사항들을 조명하여 대학의 입장에서 갈등상황을 해결하기 위한 개선방안을 제시하였다. 연구의 대상은 우리나라 4년제 대학 201개 전체를 대상으로 하였다. 설문조사는 각 대학의 등록금 책정 과정, 등록금 결정 과정, 그리고 등록금 관련 정책 방향에 대해서 기획처(실)장에게 작성을 요청하였으며, 결과분석은 91부(회수율 45%) 였다. 연구결과에 의하면 등록금 인상에 대한 합리적인 근거를 마련하지 않고 등록금을 계속 인상한다면 지금과 같은 갈등은 계속될 것이다. 따라서 대학 등록금을 인상의 근거를 마련하기 위한 노력이 필요하다. 예를 들어 등록금 책정 절차나 원가분석 모형을 마련하고 이에 따른 책정 방법과 과정을 준수해야 한다. 또한 등록금 문제 해결을 위한 다양한 정책제안의 검토도 필요하다. 무엇보다도 정책의 실현가능성에 초점을 두어야 하고, 앞으로 대학과 학생 모두를 지원하는 방안을 강구하는 것이 바람직하다. 또한 등록금 책정과정의 갈등 해소를 위해서는 대학형태, 설립별, 대학 규모별로 접근 방식에 차이를 둘 필요가 있다.

영문 초록

The purpose of th study is to identify the problems occurred in tuition-setting process in university and suggest the alternatives for the rational tuition setting approaches. This study implement the survey research to identify the administrators opinions regarding current tuition policies, to suggest the alternatives for rational tuition setting processes, and finally to explore the rational tuition setting method. The sample is composed of 91 directs for planning and management in university. The major conclusions in this study are as follows. First, college authorities have to develop program for setting a tuition and to increase the efficiency of registration fee in university system. Second, the tuition fees must be determined rationally through allocating calculated educational costs to cost units in university. Third, rational process and program for setting a tuition has to be developed to reduce conflict college students, parents, and college authorities. Finally, the polices linking tuition for students have to put a difference in an approach method by university scale distinction.
