특수교육 기관별 보조공학 지원 실태와 요구 분석

국문 초록

본 연구는 특수교육 기관별 보조공학 지원 실태와 요구를 알아보기 위해 전국 17개 시도교육청과 176개 특수교육지원센터, 그리고 167개 특수학교의 보조공학 업무담당자를 대상으로 설문조사를 하였다. 조사 결과, 시도교육청은 보조공학 예산의 48%를 외부 지원 기금으로 마련하였다. 또한, 특수교육지원센터와 특수학교는 예산 대부분을 상급 기관으로부터 받았고, 모든 기관에서 예산의 약 98% 이상을 보조공학기기 구매, 유지, 보수에 사용하였다. 기기 구매는 연말에 집중적으로 구매하는 경향을 보였다. 시도교육청과 특수교육지원센터는 보조공학 지원계획을 수립하는 추세지만 특수학교의 1/3은 연간 계획 없이 보조공학 업무를 하고 있었다. 그리고 보조공학 업무담당자는 겸임하는 경우가 많았고, 80% 정도가 관련 연수를 이수하지 않아 전문적인 지원을 기대하기 어려운 실정이었다. 보조공학 지원 요구는 교수-학습, 의사소통, 이동, 그리고 자세 유지 영역이 많았다. 보조공학 업무담당자들은 기기 선정을 위한 평가, 교육 연수의 기회, 기기 구매와 활용정보, 기기 관리를 위한 시스템 구축 등의 지원을 요구하였다. 이상의 연구 결과를 바탕으로 온․오프라인을 연계한 보조공학 지원시스템의 내용과 구성에 대해 제안하였다.

영문 초록

The purpose of this study was to investigate on the actual conditions and needs of assistive technology(AT) support by special educational institutions. To meet this purpose, we conducted questionnaires on 17 provincial offices of education, 176 special education support centers, and 167 special schools personnel in charge of AT support. According to the results of the survey, provincial offices of education provided 48% of the AT budget as an external fund. In addition, special education support centers and special schools have received most of their budgets from senior agencies, and all institutions have used more than 98% of their budgets for purchase, maintenance and repair of AT devices. Device purchases tended to purchase intensively at the end of the year. The provincial offices of education and the special education support centers are in the process of establishing an AT support plan, but about one third of the special schools are still doing AT support without an annual plan. In addition, about 80% of the AT managers did not complete the related training and it was difficult to expect professional support. The demand for AT support was high in teaching - learning, communication, mobility, and posture maintenance. The AT staffs needed support for evaluating equipment selection, opportunities for training, AT device purchasing and utilization information, and systems for device management. Based on the results of the above research, we proposed the contents and composition of the assistive technology support system which is connected with on-line and off-line.
