학습장치와 학습하는 주체의 탄생: 통치 테크놀로지로서 평생학습

국문 초록

정부는 ‘100세 시대 국가평생학습체제 구축’을 교육정책으로 제시하였다. 요람에서 무덤까 지 모든 국민이 자유롭게 배울 수 있는 학습사회를 실현하고자 한다. 이러한 정책은 평생학 습이 정책적으로 지향할만한 가치가 있다는 것을 전제로 한다. 많은 사람들은 나름대로 이 유는 다르지만 배우는 것을 당연하게 생각하고, 나아가 평생에 걸쳐 학습하는 평생학습을 규범적으로 정당한 것으로 받아들인다. 왜 사람들은 평생학습을 당연한 것으로 생각하게 되 었을까? 이 글에서 다루고자 하는 연구문제였다. 우리가 보편타당한 것으로 생각하는 것들 은 우연한 것(contingent)이라고 주장하는 Foucault의 관점을 활용하여 평생학습의 의미를 검 토하고자 한다. 특히, 평생학습을 통치를 위한 테크놀로지로 가정하고, 학습장치(the learning dispositif)를 통해 통치가 실천된다고 보았다. 학습장치는 평생학습과 관련된 담론과 비담론 을 포함한 이질적인 것들의 결합을 말하며, 이 장치를 통하여 평생에 걸쳐 학습하는 주체가 생산된다. 학습장치는 학습욕망의 통치화, 학습의 자본화, 그리고 학습과 관련된 권력과 지 식의 매개를 중심으로 작동한다. 그리고 학습장치를 통하여 자기 주도적, 기업가적 그리고 자기통치하는 학습하는 주체가 생산되었다. 그러나 학습장치는 학습을 중심으로 주체화와 예속화를 반복함으로써 개인이 학습을 통해 자유롭게 되는 것이 아니라 학습장치로부터 벗 어나기 어렵다는 한계가 있다. 따라서 학습장치에 저항하는 대항품행(counter-behavior)을 모 색할 필요가 있다.

영문 초록

In this article, I analyze why and how we are taken for granted lifelong learning for our lives. Many people regard learning from cradle to cave as natural. My main research question is how this attitude on lifelong learning is inscribed our mentality. I use Foucault’s governmentality and dispositif concept in order to examine the meaning of lifelong learning as technologies of power and the self. We are governed by lifelong learning as governmentality. Participating in lifelong learning program are regarded as normal behavior and attitude. Learning dispositif is a major mechanism for governmentality. It works to shape the lifelong learning self for economic milieu. Learning dispositif as a mode of governmentality has three characteristics: ‘governmentalization of desires’, ‘capitalizing of life’ and ‘intensifying of power/knowledge on lifelong learning’. It is used as an explanation for process of governing by lifelong learning. Lifelong learning is operated by the bio-political power and used an effective means of neo-liberal subjectification. The lifelong learning self that are produced by a learning dispositif has three features: ‘the self-directed self’, ‘the entrepreneurial self’ and ‘the self-surveillance self’. We are subjected to this learning dispositif. Lifelong learning as technologies of government has produced and constructed our bodies and subjectivities for the needs of economy. We cannot free from this learning dispositif. We should imagine and develop counter-behavior to resist and free from the domination of power through lifelong learning.
