노후화된 중소 교량의 효과적인 유지관리를 위한 시설물 성능평가 방법 제시

국문 초록

2020년 시설물 안전관리 특별법의 개정을 통해 1종 및 2종 교량 시설물의 성능평가와 더불어 3종 교량 시설물의 안전등급 평가가 진행되고 되고 있다. 그러나 3종 교량 및 시설물 안전법의 대상에서 제외된종외 교량은 교량의 성능평가 시스템이 없으며, 3종 및 종외 교량의 성능 하락은 하나로 연결된 도로 시스템의 전체적인 성능저하에 영향을 미친다. 따라서 본 논문에서는 3종 및 종 외 교량의 효율적인 성능평가를 위해 안전성능, 내구성능, 사용성능을 고려한 종합 성능평가를 제안하였다. 모든 중소 노후교량의 성능평가를 단기간에 수행하기에는 여러 제반사항이 따르므로, 성능평가의 우선순위를 결정 후 간단한 육안조사를 통한 교량의 성능에 적합한 항목들을 바탕으로 노후화된 중소규모 교량의 성능평가(안)을 제시하였다.

영문 초록

Current efforts to assess the performance of bridges are essential to evaluate them as valuable assets. Through the amendment of the Special Act on Safety Management of Facilities in 2020, performance evaluations of first-and second-class bridge facilities and safety grade assessments of third-class bridge facilities were conducted. However, bridges categorized as third class and classes excluded from the Facility Safety Act lack a system for performance evaluation. Additionally, the performance degradation of these third-class and class-excluded bridges affects the overall performance of the interconnected road system. Therefore, this study proposes a comprehensive performance evaluation method that considers safety, durability, and usability for an efficient performance assessment of third-class and class-excluded bridges. Owing to the various constraints in evaluating small and aging bridges over a short period, a prioritization method is suggested. Based on appropriate indicators of bridge performance from a simple visual inspection, a performance evaluation plan for aging small-and medium-sized bridges is presented.
