국문 초록

2025년 트럼프 2기 행정부 출범에 앞서 지난 바이든 행정부와의 차이점과 유사점을 비교분석하는 것은 미국의 대한반도 정책의 변화폭을 가늠하고 이에 대한 한국의 대응방향을 수립하는데 유의미하다. 이에 본고는 국가의 행동이 국제질서의 구조적 변수 만이 아니라 국내 행위자들의 위협인식 및 정책결정이라는 개입변수에 영향을 받는다고 본 신고전적 현실주의를 기반으로, 바이든과 트럼프 2기 행정부의 정책방향, 전략적 우선순위를 비교분석해 보았다. 먼저, 본고는 미국이 처한 구조적 환경을 평가하였다. 미국을 둘러싼 복수의 핵경쟁국의 등장과 미중경쟁의 심화, 북중러의 공조 확대를 기반으로 다극위기 및 동시분쟁 가능성에 대한 미국의 위협인식이 가중되는 것으로 판단되며, 이는 바이든과 트럼프 2기 행정부의 연속성을 강화시킬 것으로 전망된다. 둘째, 보다 구체적으로, 본고는 트럼프와 내각(잠정) 인사들의 주요 발언들을 추적하여 위협환경에 대한 평가 및 동맹을 통한 대응방향이 바이든 행정부와 어떻게 다르고 같은지를 조명해보았다. 결과적으로 트럼프 2기가 한반도 안보정세, 한미동맹, 대북정책 전반에 미치는 영향을 평가하고 한국의 전략적 접근방향을 제시하였다.

영문 초록

With upcoming return of Donald Trump in the White House, calibrating the differences and similarities between Biden and Trump 2.0 administration is crucial for assessing how South Korea might navigate its strategic priorities in response to potential shifts in US policy. On the basis of neoclassical realist approach to international relations, which perceives state behaviors to be outcome of first and foremost relative material capabilities and intervening domestic unit-level variables such as decision-makers’ perceptions, this article aims to, first briefly sketch and argue for emergence of a multipolar order and how it changes US’s strategic priorities; second, trace statements by Trump, his potential cabinet appointees, as well as Republican’s official 2024 Party Platform, in order to draw how Trump might differently and/or similarly shape their policy to multipolar order; and lastly present what Trump would mean for the Korean Peninsula, and how South Korea might recalibrate its foreign policy strategies.
