How did e-petition systems influence the dynamics of agenda-setting?: A case study of Yemeni refugee crisis in South Korea

국문 초록

최근 세계 각국의 정부는 여론을 정책과정에 반영하기 위한 방법으로 전자 청원(e-petitions)을 활용하고 있다. 이 연구는 한국의 2018넌 예멘 난민 위기 사례를 분석하여 정부가 후원하는 청와대 청원 제도가 예멘 난민 수용에 있어서 시민들과 정부와의 직접적인 소통을 촉진하였는지를 분석하고, 전차청원제도가 정책의제 설정과정에 어떻게 영향을 미치는지에 대한 실증연구결과를 제시한다. 2018년 예멘난민 위기사례의 청와대 청원의 수의 변화와 청원에 동의한 수를 분석한 결과, 시민들은 전자 청원절차를 이용해서 의제 설정 과정에서 중요한 역할을 한 것으로 나타났다. 특히 시민들은 예멘 난민의 난민신청에 대하여 우려하는 시각을 표현하였고, 이러한 시각은 전자 청원제도가 통해서 난민 수용과 관련된 정책변화 방향에 영향을 미친 것으로 확인된다. 연구 결과에 따르면 전자 청원 시스템은 일반 대중에게 정보 배포, 의제 설정 및 정책변화에 영향을 미칠 수 있는 새로운 채널을 제시한다.

영문 초록

Governments have increasingly adopted electronic petitions(e-petitions) as a mechanism to incorporate public opinions into governance. This study examines the case of the Yemeni refugee crisis in South Korea, highlighting how a government-sponsored e-petition facilitated direct public communication with the government, notably in petitions opposing the acceptance of Yemeni refugees. Analysis of daily counts of the e-petition indicates that it played a significant role in the agenda-setting process. The public utilized the e-petition platform not only to reinforce negative political perceptions of refugees but also to influence policy change regarding refugee acceptance. Our findings suggest that the e-petition system provides the public with a novel channel to affect information dissemination, agenda-setting, and policy transformation.
