수상레저 활성화를 위한 수상레저기구 운항 및 금지구역에 대한 비교연구

국문 초록

수상레저기구의 기술발전에 따라 안전성이 향상된 선박시설에 적합하고 항해구역 제도의 합리적인 운영 등을 위하여 국내 연안지형에 적합한 관련 기준들이 검토되어야 하고 수상레저활동에 대한 안전관리 체계 미흡, 해역·기구별 특성을 반영한 활동·금지수역 설정 기준 재정립 필요하다. 수상레저기구는 선박의 운항과는 다르게 레저활동을 수행하는 수상레저 “활동구역(수상레저활동(수상에서 수상레저기구를 사용하여 취미, 오락, 체육, 교육 등을 목적으로 이루어지는 활동)을 할 수 있는 구역의 범위)”으로 개념 및 정의를 개선할 필요가 있다. 또한 수상레저활동 금지구역은 출입을 금지하는 구역을 지정하는 현행의 방식과 더불어 인적위험요소(일정 수심 이상에서의 물놀이(수영), 스킨스쿠버 등), 물적위험요소(항해 중인 선박, 다른 수상레저기구, 방파제 등)에 대한 접근가능 거리 및 기구속도의 기준등을 고려하여 검토되어야 할 것으로 사료된다.

영문 초록

As the technology of water leisure craft develops, safety is improved and related standards suitable for domestic coastal terrain should be reviewed for the purpose of suitable craft facilities and reasonable operation of the navigation zone system. and the criteria for setting operation/prohibited areas that reflect the characteristics of each area and craft need to be reestablished.. The concept and definition of water leisure craft need to be improved as a water leisure “activity area” that performs leisure activities differently from ship operation.. In addition, it is thought that the water leisure activity prohibited zone should be reviewed in consideration of the current method of designating an area where entry is prohibited, as well as the standards for the accessible distance and equipment speed for human risk factors(swimming, skin scuba diving etc.), physical risk factors(navigation ships, other water leisure craft, breakwaters etc.).
