소방시설공사업 분리발주 이후의 경제성 분석을 위한 데이터 분류 체계에 대한 고찰

국문 초록

소방시설공사업의 도급별 실적 데이터는 선행 분리발주가 시행되었던 전기공사업, 정보통신공사업 등 타공사에 비해 소방시설공사업의 데이터가 부족한 실정이다. 본 연구는 소방시설공사업 도급 관련 데이터 구축을 위하여 현재 데이터로 현황 분석 및 개선안 도출, 국내외 타공사의 분리발주 실증 연구 분석을 통해 소방 관련 공공기관에서 수집 및 통합해야 할 데이터 분류 체계를 도출하고자 하였다. 통계청 및 조달청의 소방시설공사업 실적 분석 결과, 연도별 공사 금액과 공사 건수의 증가 추세를 인할 수 있었고, 분리발주 시 공사 규모에 대한 파악이 가능한 것으로 확인되었다. 국내외 실증 연구 분석을 수행하여 경제성의 검토 항목은 비용 절감, 공사 지연 기간 절감, 공사 속도 등으로 판단된다. 이를 기반으로 소방시설공사업 데이터 분류 체계를 공사 규모별, 발주기관별, 도급별, 공종별, 공사 기간별, 계약 방법별로 도출하였다.

영문 초록

Data on the performance of the firefighting system installation business are scarce compared with other construction projects, such as electricity and information and communication projects, where separate order construction was previously practiced. This study aimed to obtain data on fire facility construction contracts by analyzing the current data, deriving improvement plans, and reviewing empirical studies on separate order construction from various construction projects, both domestically and internationally. An analysis of the data from Statistics Korea and the Public Procurement Service revealed an annual increase in the number and amount of firefighting system installation projects. In addition, the scale of the construction could be identified using separate order construction data. This study highlights cost reduction, shortened construction delay periods, and increased construction speed as the key economic review items. Based on these findings, a data classification system for the construction of firefighting facilities was proposed and categorized according to the project size, ordering organization, contractor, type of construction, construction period, and contract method.
