학군장교(ROTC) 후보생 중도 탈단의사의 영향요인 분석

국문 초록

본 연구는 학군장교 후보생에 대한 설문조사를 통해 학군장교 후보생 중도 탈단의사의 영향요인을 실증적으로 검증하였다. 또한 학군단 중도 탈단자들에 대한 심층인터뷰를 통해 실증분석 결과를 확인·보완하였다. 실증분석 결과, ‘전역 후 취업 등 경력설계 미흡’, ‘인적네트워크를 통한 도움 등 사회연계성의 미흡’, ‘명예, 자부심, 평판과 위신 등 사회적 위상 하락’, ‘업무의 다양성, 흥미성, 성취감 등 업무매력도의 미흡’, ‘학교 수업, 방학 중 해외연수, 휴학 등 일반적인 대학생활의 어려움’ 등이 학군장교 후보생 탈단의사에 유의미한 영향을 미치는 것으로 나타났다. 심층인터뷰에서는 ‘병 복무를 통해 좀 더 빨리 전역하여 사회진출 도모’, ‘기 임관한 장교 선배들의 적극적 비추천’, ‘학군단 교육 수준에 대한 실망’, ‘병 봉급의 급격한 상승에 따른 장교복무의 금전적 메리트 하락’ 등이 학군단 중도 탈단의사에 영향을 미치는 것으로 나타났다. 이상의 분석결과를 토대로 ‘학군단 내 수직·위계적 문화의 저감과 대학생활의 다양성·자율성 보장’, ‘Z세대에 특화된 맞춤형 모집 홍보 방식을 개발·적용’, ‘전역 후 원활한 사회진출을 위한 제도적 개선책 수립’, ‘학군장교 임관 시 학력요건 완화(졸업 전 임관)’ 등을 학군장교 후보생 중도 탈단의사 저감을 위한 정책적 시사점으로 제안하였다.

영문 초록

This paper empirically examines the factors influencing the attrition intent of ROTC cadets through a comprehensive survey. Additionally, in-depth interviews with ROTC dropouts were conducted to validate and complement the empirical findings. The empirical analysis identified several significant factors impacting the attrition intent of ROTC cadets. These include challenges in career planning post-discharge, insufficient social connectivity, and a decline in social status encompassing aspects such as honor, pride, reputation, and prestige. Furthermore, a lack of job appeal characterized by insufficient variety, interest, and sense of achievement, along with difficulties in managing general college life—such as attending classes, participating in overseas training during vacations, and taking leaves of absence—were found to significantly influence attrition intent. In-depth interviews further revealed additional factors affecting attrition intent. These include a strong desire to expedite entry into society by fulfilling military service through enlistment, active discouragement from senior officers who were already commissioned, disappointment with the quality of ROTC education, and diminished financial incentives for officer service due to a sharp rise in soldier salaries. Based on these findings, several policy implications are proposed to reduce the attrition intent of ROTC cadets. These include mitigating the vertical hierarchical culture within ROTC units, ensuring greater diversity and autonomy in college life, developing and implementing customized recruitment promotion strategies tailored to Generation Z, establishing institutional improvements for smooth social integration post-discharge, and relaxing educational requirements for commissioning ROTC officers.
